CONSULTANCY TO DEVELOP IEC MATERIALS ON PARENTING SKILLS

I. AIDE ET ACTION BACKGROUND
Aide et Action International (AEA) is an international NGO, headquartered in Geneva, Switzerland. AEA International began its programs in 1981 and is now working in more than 20 countries across Africa, the Caribbean, Europe, South Asia, Southeast Asia and China to support the development of sustainable education projects with our belief in the universal right to a quality education. Each AEA intervention is based around this ethos.
In Vietnam, AEA started working in 2003. Our approaches focus on early transformation during two time periods which are most critical in a child’s schooling, Early Childhood Care and Education (ECCE) to basic education. Over 10 years of experiences along with local communities, partner organizations, and governments, we have implemented a number of projects in various locations.
II. RATIONALE
Aide et Action is now implementing the project “Promoting inclusive and relevant early childhood care and education for ethnic minority and disadvantaged children in Vietnam” with the aim that increasing access to high quality, relevant pre-school and early primary education for ethnic minority children living in 3 communes of Tam Duong district in Lai Chau Province(Ta Leng, Nung Nang, Khun Ha) through enhanced teaching pedagogies, participation of parents, and well-informed policymakers.
Under the framework of the project, parents and caregivers of ethnic minority children will play key roles in the process of promoting the quality of care and education for the children. Parents will receive needs-specific training in nutrition, health and hygiene, among other topics to develop their capacities to more suitably care for their young children. In order to achieve the project’s objective, an Information, Education and Communication (IEC) material package will be developed and applied in the project’s community.
III. OBJECTIVE
The consultant will develop IEC materials on Parenting Skill based on the results of need assessment inexploringparents’ issues and priorities regarding their children’s care and development.
IV. SCOPE OF WORK
The consultant will familiarize her/himself with the project’s proposal, the baseline survey report, project IEC strategy, the project plan and other documents relevant to the project.
The consultant will recommend IEC materials complying with the IEC strategy, project expected outputs along with written rational for the choice of material content.
The consultant will discuss and get approval from Project Steering Board (PSB) and Project Implementation Board (PIT) on the proposed materials.
The consultant will developcontent of IEC materials and proposal for designing of materials which are agreed by PSB and PIT. Thispackage must be comprehensive and comply with the project expected outputs and donor requirements.
The consultant will modify and finalize the IEC materials after testing to familiarize the community with them.
The consultant will develop guideline on IEC material usage.
V. DELIVERABLES
The specific outputs will be:
- An IEC package of leaflets with 7 topics on Parenting Skills which will be used for group meetings, community workshops, daily use of parents in project’s community, including:
- healthcare for children
- personal hygiene for children and environmental sanitation
- nutrition and food safety
- care for pregnant mothers
- preventing and dealing with situations involving common accidents and injuries for children
- children rights
- physical development, cognitive development, language development, emotional development and social skills, aesthetic development
- Proposal for designing of this materialpackage
- Aguideline for project staff, local facilitators, teachers with maximum 10 pages including general introduction and usage of each set
VI. CONSULTANT REQUIREMIENTS
- The consultant should preferably have education background and university degree in social sciences, psychology, sociology, public health, development studies or other relevant disciplines.
- The Consultant should preferably have at least 2 years of experience in developing IEC materials for education projects.
- Have at least 5 years of experiences working with international organizations and/or INGOs.
VII. DURATION AND TIMING
The consultant is expected to start the service from the first week of August 2016 and complete the task no later than25 of August 2016 with agreed detail schedule.
VIII. MANAGEMENT OF THE ASSIGNMENT
The expert will be based in his/her working place.
The contract will be signed in accordance with AEA regulations and guidelines for the contracting of consultants. The assignment will be directly managed by the project manager in the planning, content developing and finalizing the tasks assigned.

Please note that this vacancy is for National consultant only, a person who has experience with ethnic minority groups in the Northern Vietnam and with Mong tribe and Lai Chau province is an asset.
