Terms of Reference
I. Background
SNV has been working in Vietnam since 1995. Using market based approaches, SNV is committed to reducing poverty by catalyzing environmentally sustainable solutions for the poor in agriculture, energy, water and forestry sectors.
SNV is implementing the project ‘Advancing Understanding of Forest Carbon Stock Enhancement at Landscape level as part of REDD+”, (ENRICH II) 2015-2018. This Project has four main components: (1) to introduce demonstration pilot activities leading to the enhancement of forest carbon stocks in representative forest ecosystems; (2) to provide recommendations on a appropriate incentive structure for forest carbon stock enhancement; (3) to support the inclusion of forest carbon stock enhancement as part of National REDD+ Program; and (4) to produce forest landscape restoration (FLR) plans in the Provinces of Ha Tinh and Nghe An.
The ENRICH project is now seeking an international REDD+ expert to review the project interventions and its achievements to provide a general picture of the priority project activities for Forest Landscape Restoration in target project sites.
II. Consultancy service description:
1. Objectives
The objective of this task is to collate information from existing studies to pull together a comprehensive report outlining priority activities for forest landscape restoration in the project areas.
2. Scope of work
- Read current completed reports from ENRICH and ENRICHER. This includes the review of ENRICH; the study on economic incentives; mapping report; studies on interventions in the agriculture and energy sectors.
- Develop a Table of Contents for the report (to be discussed with Technical Advisor).
- Produce a comprehensive report outlining approach and activities for forest landscape restoration in the project area.
- Identify gaps in information.
- Carry out field visits and interviews with key stakeholders to fill gaps in information
- Produce presentation to ENRICH Project Management Unit
- Finalise and submit the report
3. Methodology
The selected consultant will work independency as following steps: i) desk study (home based work) to identify and compile the existing project technical reports and documents on the issues and ii) field trip visit the project sites
4. Deliverables:
- A comprehensive report outlining priority activities for forest landscape restoration in the project areas.
- A preliminary report is expected to be delivered
5. Timeline:
Indicative 25 person-days (including field trip to Ha Tinh) over the period 22 September to November 20th November 2016
III. Qualifications, skills and experience required:
- University degree in forestry, environmental or social sciences, rural development or related fields
- Minimum of 10 year experience in natural resources management and/or rural development
- Strong knowledge of REDD+
- Understanding of socio-economic, Forest Management and Forest development issues in the REDD+ context in Vietnam
- Basic understanding about fiscal and economic incentives for land use
- Ability to work independently and be a good in team player
- Good communication skills in English in both spoken and written
