Gender Specialist
Project Summary:
MANAGEMENT SYSTEMS INTERNATIONAL INC. (MSI) is currently seeking a short term consultant for the position of Gender Specialist for the USAID- funded Vietnam Evaluation, Monitoring, and Survey Services. The project is assisting USAID/Vietnam in designing and implementing various evaluations, monitoring surveys, and performance management studies. The project is also providing monitoring and evaluation training to Mission staff and implementing partners.
Position Summary:
The short- term consultant is a gender specialist to join the MSI technical team to conduct the Assessment on Integration of Gender Equality and Female Empowerment in USAID’s Program Cycle.
This is a full-time position for the duration of the assessment. The consultant is expected to report to the VEMSS office in Hanoi, with the possibility for field travel.
Responsibilities:
- The consultant will take specific responsibilities for assessing and analyzing the progress on gender equality and female empowerment toward quantitative and qualitative targets, including those for performance, benefits and the impact of the strategies;
- S/he will participate in the fieldwork and may be in-country travel;
- S/he will work closely with other team member to develop the assessment design, organize activities, conduct assessment activities;
- S/he shall also participate in the preparation and presentation of the key assessment findings and recommendations to the USAID/Vietnam team and key partners;
- The Consultant will directly work with other team members to prepare the Assessment Report and other deliverables;
- The Consultant will directly report to the VEMSS Chief of Party.
Level of Efforts:
The Gender Specialist position is expected to have 30 full-time working days from mid of December 2016 to March 2017.
Qualifications:
- Candidate must be a independent consultant with experiences in conducting gender assessment and/or gender analysis;
- Master degree in international development, public health, or related field;
- S/he must have at least 10 years of experience working in development projects in Vietnam, and be proficient in conducting qualitative and quantitative assessments.
- Excellent personal communication; excellent English speaking and written skills are required, as is experience in leading assessment team and preparing high quality documents.
- S/he should also have a good understanding of USAID programs, project implementation, administration, financing, and management as a plus.
