WORK CONTEXT / BACKGROUND:
World Vision is a Christian relief and development organisation working to create lasting change in the lives of children, families and communities living in poverty. World Vision serves all people regardless of religion, race, ethnicity or gender. As a child-focused organization, WV’s work focuses on children, ensuring they are protected and their basic needs are met. WVV has a total income of around US$ 19,000,000 (FY16) with funding from 16 support countries in Europe, Asia, the Americas and Australia. Funding of WVV consists of sponsorship program funding (70%) and PNS/grants (30%). WVV employs about 450 staff, of which 99% are Vietnamese nationals.
Currently, World Vision Vietnam is implementing 40 Area Programmes (APs) which operate in 5 zones: North (Hung Yen, Hoa Binh, Hai Phong and Dien Bien), Yen Bai – Tuyen Quang, Thanh Hoa, Central & Highlands (Quang Tri, Quang Nam – Danang, DakNong) and South (Quang Ngai, Binh Thuan, Ho Chi Minh). WVV’s APs focus within one administrative district of a province which usually populated by ethnic minority people with very high rates of poverty. A uniqueness of WVV’s Development Program Approach (DPA) is that AP team members are based at district level where the AP is located, which enables them to work closely with government partners and communities on a daily basis. Beside the APs, WVV is also implementing different Special and Grant Projects to meet the specific needs of vulnerable children in both AP and non-AP areas.
In alignment with four ministry strategic objectives, WVV has developed 4 Technical Approaches (TA) and designed four Technical Programs (TP) including 1) Nutrition, 2) Education, 3) Child Protection, 4) Resilience and Livelihoods. TPs are national level programs implemented across all APs in the country. They employ evidence-based practices and models previously identified, defined and prioritised through a strategic process and documented in a Technical Approach (TA). A Community Engagement and Sponsorship Plan (CESP) has also been developed in order to integrate the four TPs and to monitor the DPA application in all APs.
Program Quality and Resource Development (PQRD) Department consists of a Program Effectiveness Unit, Grant Acquisition and Management (GAM) Unit, and four Technical Programs.
PURPOSE OF POSITION:
To support World Vision Vietnam (WVV) in implementing effective monitoring and evaluation (M&E) systems across all of its programs, including Area Programmes (AP), Special Funded Projects (SPs), and Technical Programmes (TP), and. The position involves the further development and constant quality improvement of M&E systems across WVV’s entire programs.
The PE Specialist assists the Manager of Programme Effectiveness Unit and subsequently Program Quality Support Director in building up the capacity of program effectiveness officers and relevant staff in effective M&E skills including the implementation of iCWBOs.
The PE Specialist supports the APs and projects in the assigned region in particular and all other APs whenever requested to meet minimum standards of DME for community development, and to promote higher quality sustainable programming.
MAIN RESPONSIBILIY:
DME COORDINATION
- Coordinate the analysis, adaptation and implementation of LEAP 3, Development Program Approach and CWBO framework at AP level and special projects for maximum relevance and utility in the Vietnam context.
- Implement the DME annual plan to ensure that a consistent, appropriate and effective approach to LEAP is taken across all WVV program and project activities and which incorporates WV Partnership standards, complies with the new WV’s Development Programme Approach and CWBO framework and reflects best practices.
- Review regularly LEAP implementation in WV Vietnam projects and programs according to objectives of the DME annual plan.
- Coordinate with Community Engagement specialist in promoting local ownership in all program cycle.
- Coordinate with Most Vulnerable Children/Cross Cutting Themes (MVC/CCT) specialist in including MVC/CTT issues in all program cycle.
- Assist assigned TP teams in finalizing Technical Program Design Document and TP adaptation through AP planning process.
- Provide DME inputs to APs and GAM unit in writing grant proposals.
LEAP COMPLIANCE IN PROGRAMMES AND PROJECTS
- Contextualize tools/guidelines for DME and introduce the tools for each LEAP cycle in APs. Lead events for assessments, design, and evaluation/transition.
- Develop and support APs to apply community based monitoring system
- Develop and support CWB-based management information system in APs including the adaptation and contextualisation of relevant CWB indicators from the compendium;
- National indicators are reviewed and consolidated so that APs are aligned with national strategy and CWBOs/CWBTs.
- Establish an effective management information system to monitor program progress using the National Indicators for follow-up.
- Define processes and resources at the AP and national levels to manage data directly related to the CWB Indicators/Targets.
DEVELOPMENT PROGRAM APPROACH
- Support and coach the AP teams in applying DPA.
- Analyse, compile and summarize lessons learned and promising practices for DPA rollout.
- Communicate progresses, , feedback on DPA implementation to AP teams and relevant staff.
- Develop/contextualize DPA guidelines/tools and necessary materials for WVV.
CAPACITY BUILDING ON DME, DEVELOPMENT PROGRAMME APPROACH, CWB
- Build the core DME team at the national office by providing technical support and continuous coaching.
- Support cluster DME staff in fulfilling their work assignments.
- In collaboration with Operations and PnC department, and other PEU staff support relevant staff in learning LEAP training materials are developed for WVV context.
- In cooperation with Operations, staff and partners organize training workshops on LEAP, DPA, CWBO/Ts, Horizon.
- Simple materials are collected, developed and shared to staff to support the effective implementation of the DPA, CWBOs and Horizon.
- Help Operations to establish a feedback loop with the community for the application DME framework for decision-making.
- Act as a main facilitator of learning networks and zonal/national forums relating to LEAP/DPA/ CWBOs/Ts.
- Document lessons learned’ on LEAP cycle and encourage/support staff learning.
NETWORKING
- Develop relationships with WV national offices in East Asia region as well as INGOs/Institutions to keep abreast of developments in programme effectiveness and to share best practice.
- Assist AP teams and communities to identify and access appropriate technical expertise that will enable them to have quality projects.
JOB REQUIREMENT:
The following knowledge, skills and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on the job training:
- Bachelor degree in Community Development, Business Administration, Information Management and/or related fields. Master degree is preferred.
- At least 4 year experience on M&E and Information Management System.
- Sound knowledge in developmental approach, M & E and management of information systems.
- Understanding of NGOs and research field.
- Good skills in training and capacity building.
- Excellent interpersonal skills
- Excellent communications skills in verbal and written English and Vietnamese.
- Willing to travel to provinces frequently and ability to work under pressure
