Fiscal Accountability for Inequality Reduction (F.A.I.R.) - Even it UP Programme
Location: Sao Paolo, Johannesburg, Hanoi or The Hague [candidate must have the right to work in above mentioned locations]

Background on F.A.I.R.-Even it Up!
F.A.I.R.-Even It Up! is a cross-confederation multi-country programme that aims to tackle extreme economic inequality globally. It was co-created by more than eight Oxfam affiliates and 25 country offices at the end of 2015 and is closely linked to Oxfam’s Even It Up! Campaign. The overall goal of F.A.I.R.-Even It Up is to ensure that ‘Citizens are empowered to redress inequality of power and influence, so fiscal systems are more progressive, and governments implement tax and spending policies that benefit the many not the few’. Our vision puts active citizens and the civil society organisations that represent them at the heart of our approach.
The programme builds on our collective experience to date and has a strong commitment to applying new cycles of learning and generating new knowledge about how to reduce inequality through fiscal accountability. To continue to embed that learning and to generate and apply new knowledge, we are recruiting a Fiscal Justice Knowledge & Learning Specialist. Ultimately, accessing, applying and generating knowledge and learning will support teams to improve their programme designs and scale up their work on inequality and advancement people’s rights through tax and budget work.
Description of the Unit
The Knowledge Hub on Governance & Citizenship (KHG&C) is one of 5 Knowledge Hubs in Oxfam working across affiliates and countries on strategic themes. A Knowledge Hub is a space for learning and exchange on certain strategic themes. Knowledge Hubs operate as a network and bring together colleagues across Oxfam working or interested in a given theme. KHs have 2 – 4 core staff whose role it is to mobilize and animate the network, broker connections and provide links, insights and spot opportunities for further learning, knowledge generation and exchange. Knowledge Hub core staff also use their thematic knowledge and expertise to curate learning resources, analysis and tools from outside and inside Oxfam and make these available to the network. The F.A.I.R. Even It Up Fiscal Justice Knowledge & Learning Specialist is part of the KHG&C.
Main Goal of the Job
To deliver a coordinated and coherent approach to learning and knowledge exchange for the learning network associated with the F.A.I.R. – Even It UP Programme. The Fiscal Justice Knowledge & Learning Specialist will develop and organize learning events, learning products and knowledge exchange in collaboration with others, with specific emphasis on being country driven and involving partners.
Working closely with the core KH team, the Fiscal Justice Knowledge & Learning Specialist will implement the F.A.I.R. – Even It Up Knowledge & Learning Strategy. This is a strategy which guides learning for the programme. Activities which form part of the strategy will be developed based on: analysis of needs, gaps and in consultation with country teams to ensure its responsive.
Responsibilities
Sharing & Learning From our Practice (main focus)
- Nurture peer-to-peer learning network among programme and campaign staff in country teams and partner organisations.
- Develop and implement an online and offline knowledge sharing and collaboration action plan with country teams and partners in the programme.
- Lead and co-create spaces for learning exchange and knowledge reflection, such as regional or global learning events, peer to peer exchanges, webinars etc
- Conduct regular and ad-hoc information and story gathering to share across Oxfam and externally to share with network, through COMPASS, on Policy & Practice etc.
Generation of evidence, knowledge and learning using programme MEL systems & research
- Establish links with in-programme research & MEL teams to support the generation of new knowledge and test programme theory of change and assumptions.
- Ensure linkages / feedback loops between evidence and knowledge the programme MEL systems are generating and the lessons emerging from the practical peer to peer exchange.
- Collaboratively shape a process to articulate and review key F.A.I.R.-Even It UP Programme learning questions
- Collaboratively produce and contribute to the production and dissemination of information, learning and communications products for specific internal and external audiences (minimum 1 external facing communications piece per year, e.g. Annual Impact Map).
Support building of strategic relationships with external allies on behalf of the programme
- Support KH Core Team and F.A.I.R. Even it UP Programme leads in their engagement with network and counterpart organisations working on fiscal justice.
- Support the development of learning strategies in funding proposals, in conjunction with MEL teams’
- Provide inputs based on evidence and lessons gathered to funding proposals in support of F.A.I.R.-Even it Up from time to time.

Skills and Competencies Required:
- Qualified to at least Bachelor degree level in a relevant field or a proven track record of programming on governance and citizenship or of knowledge management
- At least five years of experience working on governance & active citizenship, tax Justice & budget monitoring, either in programme implementation and / or learning roles.
- Strong interpersonal skills (pro-active networking, collaborative and sense of initiative) and demonstrated ability to work in multi-cultural teams.
- Excellent communication skills, both verbal and written.
- Experience of producing written products and online communications to a high professional standard for diverse audiences.
- Well developed ability to plan, develop and facilitate learning initiatives.
- Experience of managing a network of relationships at a distance
- Proven ability to communicate plans and work with colleagues at a distance
- Flexibility of attitude and approach, aptitude to adapt and learn by doing and experimenting new approaches and ways of working with others.
- Ability to think conceptually and translate concepts into practical solutions and innovative ideas.
- Demonstrated knowledge and experience of any of the following topics:
- Tax Justice; Budget Monitoring; Gender & power; Inequality
- Or governance & active citizenship, Influencing
- Strong understanding of gender and how to mainstream gender in a Knowledge and Learning approach
- Manages own workload and meets organisational and external deadlines
- Willingness to travel for up to a month at a time. This will involve at least 1 month induction in The Hague.
- Fluency in English
- A solid working knowledge of either French or Spanish would be an advantage
Conditions and Remuneration are based on contracting conditions of Oxfam country office where the role will be based.
