National Project Coordinator

The ILO Office in Vietnam invites applications from Vietnamese nationals for the positions below:

The responsibilities and tasks of the position will be carried out within the ILO results-based management system and in line with ILO rules and regulations.

National Project Coordinator (NPC)– Project on Applying the G20 Training Strategy, Phase 2

The ILO Country Office for Vietnam is implementing a programme entitled Applying the G20 Training Strategy, Phase 2. The NPC will work under the direct supervision of the ILO Country Office Director, and will report to the CTA and are guided, as required, by the Technical Expert and the Sectoral Skills Expert in completion of specific activities, with support of skills specialist of DWT Bangkok. The National Project Coordinator will deliver the Project activities in the country beneficiary and assist the CTA in Project implementation through promoting full understanding of the ILO’s mandate among national stakeholders, partners and beneficiaries promoting thereby International Labour Standards and Social Dialogue.

The position is based in Hanoi, at the grade of NO-B (UN Salary Scale).

Minimum Requirements include:

  • University Degree in management, economics, engineering, human resource development, education and training or other relevant fields. An advanced degree in the above fields of study would be an asset
  • Three years of recent professional experience at the national level in the field of Skills Development, Employment, Labour Market Policies, Economic Development or related fields; Experience in development and implementation of large-scale technical cooperation projects funded by international development organizations and knowledge of applicable procedures of performance planning, contracting, monitoring and reporting requirements.
  • Familiarity with international policy instruments related to HRD, Skills Development, Employment and Labor Market would be an asset. Familiarity with Competency Based Education and Training approach, sector-based skills development systems, and the analysis of demand for skilled workforce would be an asset
  • Excellent command of English and Vietnamese. Proven experience of drafting project reports and making presentations effectively in both languages Excellent command of English and Vietnamese languages
  • Stakeholder and partner engagement and relationship management
  • Project management and conducting research, including strong analytical and communications skills
  • Ability to interpret project information and to identify and analyze problems of implementation
  • Knowledge of the financial rules and regulations applicable in a technical cooperation project environment
