Terms of Reference


  1. Introduction about Oxfam in Vietnam

Oxfam is a world-wide development organisation that mobilizes the strength and voice of people against poverty, inequality and injustice. Oxfam’s vision is a just world without poverty: a world in which people can influence decisions that affect their lives, enjoy their rights, and assume their responsibilities as full citizens of a world in which all human beings are valued and treated equally. We are a confederation of 20 Oxfam organisations working together in more than 90 countries. Oxfam works with partner organisations and alongside vulnerable women and men to end injustices.

Oxfam in Vietnam is working to seek transformative changes in policies, practices and beliefs in ways that will fundamentally improve the lives of poor and marginalised women and men, and ensure that all citizens have the same opportunity to enjoy their rights.


  1. Key assignment: Documentary Films Production


To produce short and creative documentary films (maximum seven minutes each) to highlight meanings and outcomes of projects of Oxfam in Vietnam.


  1. Content of short documentary films

Documentary film for each project is about 5 – 7 minutes, in Vietnamese with English subtitle. The films with filming at project sites, animation and creative effects to highlight the meanings of the projects. The documentary films will be showed to various audience including policy makers, project stakeholders, media and the public.

The content of the film (depend on requirements of each project) is to highlight the change of local people and authorities before and after the project. The content in detail will be described in the script, after discussing with recruited consultants.

  1. Specific tasks and expected outputs:

Each consultant can apply for one or many films for projects. For each documentary film, the consultant will be required to:

  • Study projects and other related documentation.

  • Develop the script and storyboard to be used in the clips with consultation with Oxfam’s staff.

  • Propose filming plan at the project site

  • Propose production fee. (Expenditure for filming at project sites is covered by Oxfam).

  • Editing and producing: the consultant is required to use modern technology to edit the video clips, to ensure creativity and quality of the film. The consultant work closely with Oxfam about the content and message of the films. The consultant is in charge of adding voice over in Vietnamese, subtitle in English, with consultation of Oxfam.  


  • A documentary film for each project -  seven-minute maximum clip version with Vietnamese and English subtitle.

  • 1 trailer (in Vietnamese and English subtitle) - one minute.

  • Film footages and photos.


  1. Timeline:


Total producing time for each film is 3 months, starting from August 2017.

The timeline for each film will be discussed with chosen consultants.


  1. Requirements

  • Experience working in producing documentary films and inspired video clips with the aim of reaching both local and international audiences.

  • Extensive experience in development issues such as gender, good governance, value chains and livelihood development, etc.

  • Be creative and using modern technology in film editing and producing.

  • Experience in working with Oxfam will be an added advantage.


  1. How to apply

Applications should include expression of interest (Vietnamese and expats is acceptable):

  • CVs demonstrating relevant capacity and experience.

  • A tentative work plan with indicative budget (including 10% PIT). Note: the proposal budget excludes travel and accommodation fee for filming at local sites.

  • A sample of similar work.
