Project: Building Urban Resilience: Improving Schools Safety in Quy Nhon City (BUR –school Safety)
Location: Quy Nhon, Binh Dinh Province
Reporting to: DRR/CCA Delegate
Contract type and duration: full-time, two months
Expected starting date: 02 January 2017
Purpose of the activity:
Under the BUR –school Safety project implemented in Quy Nhon by the Vietnam Red Cross and the German Red Cross, small scale structural interventions, such as drainage facility, upgrading of electrical systems, installation of inflatable swimming pool and water purification systems, will enable the schools to reduce their vulnerabilities to disaster hazards and increase their resilience. A consultant is need to perform regular technical monitoring and ensure that the procurement process meet with the Vietnam laws and the GRC regulation and that the quality of the interventions is in line with the schools’ technical requirements.
Tasks
The consultant will be responsible for the following tasks:

Provide technical review to design and cost estimation prepared by relevant partners (schools and VNRC chapter)

Provide technical review to the procurement process to the relevant partners (schools and VNRC chapter)

Perform monitoring to construction activities of small scale mitigation to ensure the quality of the works

Check construction quantity and quality and provide acceptance to small scale mitigation works completed

Write monthly update reports

Other relevant tasks as required by line manager.
Selection Criteria

At least 2 years of experiences monitoring construction sites
-
Able to use MS package (Word, Excel) and the Internet
-
Good written and spoken English skills
-
Proactive, truthful and quick learner
-
Able to work independently and in team with minimal supervision
-
Able to work effectively under pressure and to meet deadlines
-
Able and willing to travel extensively to project sites
-
Good knowledge of Quy Nhon city will be an asset
-
Experience with schools and with the Red Cross Movement will be an asset
