Consultant for Multiple Month Dispensing (MMD) Model
Chemonics International seeks a short-term ARV Supply Management Consultant for Multiple Month Dispensing (MMD) Model (based in Hanoi, Vietnam) to support the Vietnam Administration for HIV/AIDS Control (VAAC) on behalf of the Global Health Supply Chain Program - Procurement and Supply Management (GHSC-PSM) project. The purpose of the GHSC-PSM project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world.
In the latest version of the “Consolidated Guidelines on the Use of Antiretroviral Drugs for Treating and Preventing HIV infection,” the World Health Organization (WHO) discusses the utility of the differentiated care model. In this model, stable patients can safely reduce the frequency of clinic visits, resulting in reduced cost of transport and medication, as well as reduced time away from work and family, which helps to increase patient adherence. This new approach also helps to relieve the burden of unnecessary clinical visits on health-care providers while still maintaining a high quality of service. Following this initiative, the Vietnam Administration of HIV/AIDS Control (VAAC) have presented to the Ministry of Health (MOH) a new guideline on management of people living with and exposed to HIV which proposes that the amount of medicine dispensed to stable patients can be changed to a 90-day dose instead of the current 30-day dose, which will help to reduce the frequency of clinic visits.
To support the VAAC in rolling out this new dispensing model, GHSC-PSM seeks a short-term consultant to provide technical support to the Care and Treatment (C&T) Department of the VAAC to develop guidelines for ARV requisition and to develop a roadmap to implement this new approach.
The anticipated level of effort for this assignment is approximately 30 days, from January 2018 to March 2018.
Responsibilities Include:
- Conduct site visits to evaluate the status of some selected health facilities.
- Develop a dispensing model, including a requisition method and formulation, draft guiding document, and reporting templates on requisition and management at the peripheral level.
- Develop a roadmap to implement the new dispensing model.
- Present developed documents and deliverables to VAAC leadership, and incorporate any feedback into final deliverables.
- Follow the progress of relevant official documents, circulars, and decisions to inform development of model and roadmap.
- Facilitate the approval of final deliverables by C&T Department and VAAC leadership.
Qualifications:
- Bachelor's degree in pharmacy, public health, medicine, economics, or other relevant degree.
- Minimum of five years’ experience in supply chain management for health commodities.
- Fluency in Vietnamese required. Basic proficiency in English preferred.
- Experience working with USAID-funded and/or other donor-funded projects.
- Experience working with the Vietnamese Ministry of Health, the Vietnam Administration for HIV/AIDS Control, and/or Vietnam Social Security.
- Ability to collaborate effectively with the private sector, government entities, international donors, and other USG partners.
