Project title:        Women’s Economic Empowerment through Agricultural Value Chain Enhancement (WEAVE)

1.   Background

To increase women’s economic empowerment and social inclusion in agricultural value chains, a change of attitudes among key actors combined with strengthened capacity and commitment by key public and private stakeholders is required. The “Women’s Economic Empowerment through Agricultural Value Chain Enhancement” (WEAVE) project, funded by the Australian Department of Foreign Affairs and Trade (DFAT), aims to increase women’s social and economic empowerment and social inclusion in agricultural value chains in rural Vietnam by targeting changes at different levels. 

The project, which is implemented by SNVOxfam and CARE between June 2016 and August 2019, aims to promote more equitable gender relations at the household level, more effective producer groups resulting in increased income for members at the community level and an improved enabling environment focusing on current government policies and socio-economic development plans. The project is being implemented in two of the poorest provinces in the Northern mountainous region of Vietnam, Lao Cai and Bac Kan, and builds upon ongoing work of the three NGOs in these provinces.  

WEAVE draws on the strengths and extensive experience of CARE, Oxfam and SNV in supporting women in the north-western region, one of the poorest parts of the country. Interventions focus on the most important value chains in these regions, cinnamon and pork in Lao Cai and bananas in Bac Kan, and will address gender-based barriers to women’s full participation in these value chains. On-the-ground training and mentoring will strengthen participants’ skills in marketing, financial literacy, business planning, negotiation, and increase their legal awareness. In addition, WEAVE’s approach focuses on supporting rural men and women to explore and challenge the gender roles and responsibilities that prevent women from fully benefiting from their work in the targeted value chains.   

In order to document and share the approach and impact of the WEAVE project, an animated video will be produced. Within the scope of this ToR, national consultants to work as film-makers to deliver this assignment are being sought.

 2.   Purpose of the Assignment

Objective: To produce 1 animation video that explain the WEAVE approach by presenting (i) the challenges that ethnic minority women face in participating in and benefitting from economic activities in the value chain, (ii) the approach of the WEAVE project, (iii) the expected positive changes and impact of the project in the target communes (economic and social changes).

 3.   Scope of work

1.   Brief picture of local lives of women in the targeted agricultural value chains before the project? What were major challenges/difficulties to participate and benefit from economic activities (Examples: high workload/responsibility for household tasks, vulnerable to price volatility, lack of market access, lack of decision-making power, lack of skills in processing, marketing and trading, lack of technical skills, lack of access to financing, etc.)?

 

2.   How the challenges are directly or indirectly affecting their lives and economic empowerment?

 

Note: to highlight the root cause of those issues is gender inequality and inequitable relations among ethnic minority groups.

The WEAVE communications team will be responsible for the overall management of this consultancy assignment. Designated staff from each organisations (CARE, Oxfam, SNV) will be working closely with the consultant during the time.

5.   Requirements

  • Strong profile and experience in videography, especially animation/animated videos
  • Basic knowledge on development work and relevant issues, especially on women’s economic empowerment/gender in value chains, would be a strong advantage;
  • Skills and experience in working with local authorities and communities in remote areas, especially ethnic minority groups and women.
