I. OVERVIEW
Communication work in agriculture is of great importance in the development of agriculture today. Information dissemination of agricultural activities on the mass media such as newspapers, newspaper, television, radio aims to help farmers understand the Party's undertakings and policies, improve the efficiency of agricultural production, capture, absorb and apply scientific and technical advances in production. It contributes to improving the living standard and modernization of agriculture and rural areas in the direction of market-oriented sustainable development.
At present, communication work in the agricultural sector of Cao Bang province has been implemented but has not brought about effective results and the communication content is not diversified. Most of the communication activities are focused on producers but they are not aimed at raising awareness of consumers and have not promoted the products nor attracted the attention of relevant agencies. In addition, the awareness of the role of agricultural communication is limited, less invested in equipment, human resources, and finance to improve the effectiveness of communication as well as capacity building for communication staff. Managers also underestimate the role of communication in the development of agriculture.
The capacity of communication staff remains lacked, weak and untrained. There is only a short-term course with no in-depth knowledge, and there are no conditions to apply in practice, leading to the poor quality of communication products.
There is a lack of market information, the information is also scientific, high academic, many professional words, not practical, not familiar to farmers. The design of the communication materials lacks illustrations and images, does not meet the requirements, nor bring in the message sufficiently to recipients. The information is not updated in time compared to crop time and not providing values of forecasting... The main communication products are some news, photographs of activities, lack of technical insights, new techniques in agriculture, no news on television.
Therefore, it is necessary to have a hands-on training course in order to guide the staff in technical processing, video editing, writing, and photographing to improve the capacity of communication staff. In response to this, the Cao Bang CAFE needs to recruit a group national consultants on "Training on News writing, filming, video making, photographing for communication in agriculture" for communication staff of the units under DARD.
II. OBJECTIVES
- Equipping trainees with knowledge and skills in writing news articles, photographing, reporting, filming, filmmaking about agricultural activities.
- Helping students master the skills of writing articles, taking pictures, reporting, filming, filmmaking about agricultural activities.
III. EXPECTED RESULTS
After the training course:
- 90% of communication staffs have the skills and methods to write news articles, take photos, record news, make films about agricultural activities for communication in newspapers, radio and television.
- At least 60% of trainees participating in the training apply the skills and methods to have news and videos about agricultural activities and agricultural technical advances on the mass media.
IV. TASKS OF CONSULTANTS
- Prepare and send training materials to the CAFE before the training to unify the content ([email protected]).
- Develop and agree on a training program that is appropriate to the target group, objectives, and expected results of the training and propose the most suitable time for the training course, and send the training agenda to Ms. Phan Thi Le Quyen ([email protected]) 01 weeks before training.
- Prepare content, methods and formulate input and end-of-course assessments. (Focus on trained knowledge)
- Make a list of equipment and tools to use in the training course for the CAFE to prepare.
- Implement the training according to the set schedule.
- Write a report after the end of the training in Vietnamese, including a pre-and post-training knowledge assessment; training implementation (with photos); Recommendations for trainee tasks after training, other suggestions (if any) for the following training courses. The report must be sent to the CAFE after the 7 days of the training.
- Recommendations for the most potential trainers.
- Write training reports (pre and post evaluation forms, training results, training methods, recommendations, improvement for the following training courses, preparation requirements for the training and training places) and send to the Organizing Committee within 10 days after the training.
V. REQUIREMENTS ON QUALIFICATION, EXPERIENCE, AND CAPACITY OF CONSULTANTS
Selected consultants must meet the following criteria:
- Having a university degree in a relevant field
- Have at least 5 years of practical experience working in the field of technical support for writing news articles, reporting, taking photos, filming, filming.
- Experience related to modern training methods;
- Have the skills to work, inspire the participants;
- Have good communication, good teamwork skills
VI. SETTLEMENT
- Payment method: Bank Transfer
- First time: transfer 30% of the contract value when the expert group completes the technical plan/proposal approved by the CAFE.
- The second time: transfer 70% of the contract value when the team completes the training course, sends the final report and approved by the CAFE.
