Position: Program Manager
Location: Northern Vietnam – Tuyen Quang Province (in or near – possibly Hanoi)
Reports To: Asia Director (AD) in lieu of Country Representative
Supervises: Project Manager/Officers, Technical Officers, Administrative and Communications
Length of Contract: Annual – Renewable
Purpose: Representing World Concern in Vietnam, the Program Manager (PM) will design, establish and grow our Multi-Sector Transformational Development Program that confronts and overcomes the core issues of poverty and social injustice with priorities to work with and through the local partners who share our vision. Aligning our program priorities and plans with SDGs and the Government of Vietnam’s strategic development priorities targeting the poorest and most vulnerable, the PM is responsible for mission impact, compliance to our policies and stakeholder agreements. The PM will leverage program impact to develop supportive relationships that expand resource base.
Summary Responsibilities & Deliverables
- Representation – Represent and drive World Concern’s Vision, Mission, Values and TD SHIRES approach in Vietnam to various stakeholders.
- Transformational Development Program Start-Up & Management – Project start up, management, M & E, Reporting and program deliverables.
- Stewardship & Financial Accountability – Program budget oversight – ensure value for Monday and favorable Return on Investment
- Program Development and Resource Mobilization – Serves as growth driver to design and build proposal; develops and builds relationships with technical and financial agencies
- Human Resource Management and Culture Development – Develops appropriate structure to deliver effective and efficient programs; recruits and trains new team and builds strong culture of performance based on vision, mission and values
Required Education, Skills & Experience:
- Committed to, follows and leads World Concern’s Vision, Mission, Core Values and Transformational Principles.
- Bachelor’s Degree in Project or Program Management Rural development/sociology,Business administration, Social & Justice Issues, International Development or related development fields
- Transformational Development history with 5 years of success in managing integrated development projects with evidence transformational impact
- Budget experience of $500K to $1,000,000/year
- Ability to maintain, develop and influence diverse stakeholder relationships
- Self-starter – motivated to identify priorities, confront obstacles and deliver quality results in independent role with remote supervision
- Excellent written and verbal communication skills – English & Vietnamese
- History of collaboration with grant writers and resource mobilizers to secure donor funding
- Ability to work proactively and thrive in remote work settings
- Demonstrated success in working cross-culturally with diverse communities, particularly Ethnic & Religious minorities and marginalized target groups
- Team player and performer – develops and motivates team culture around core values and other performance drivers
Advantageous Education, Skills & Experience:
- MBA and/or Master’s Degree in International Development, Leadership, Reconciliation with Vulnerable/PWD groups
- Experience in designing and managing small scale enterprises and community–managed saving-led microfinance projects
- Experience with research and technical writing, especially in regards to fund-raising, compiling and analyzing financial reports, and grant-writing
- Proven track record in securing funding through strategic relationships in institutional and corporate sectors
Working Conditions:
- Requires travel throughout Northern Vietnam in remote underdeveloped areas
- May require occasional International travel within Asia
- Working remotely, from home, shared office space, within the community or with government partners as budgets and operational effectiveness require
- Ability to work with remote supervision and technology needed for regular & adhoc communications to stakeholders, especially to supervisor and World Concern head office in USA and technical support staff in Asia
