Technical Officer
Chemonics International seeks a Technical Officer (based in Hanoi, Vietnam) to support Global Health Supply Chain Program - Procurement and Supply Management (GHSC-PSM) project. The purpose of the GHSC-PSM project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world.
In Vietnam, the project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR). In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.
In Vietnam, the GHSC-PSM office operates within the framework of PEPFAR funding and priorities. In close coordination with the technical team including Health system strengthening (HSS) and Quantification and data management, the Technical Officer will provide technical assistance primarily to the National Centralized Drug Procurement Center (NCDPC) – Ministry of Health. She or he will facilitate the overall SHI ARV procurement process and will serve as the focal point for collecting inputs from the GHSC-PSM technical team. She or he will collaborate closely with Vietnam Social Security (VSS) and the Vietnam Administration for HIV/AIDS Control (VAAC) to enable increased harmonization of efforts between implementing partners and synergy of USAID funded effort whenever possible.
Principal Duties and Responsibilities
The Technical Officer will:
- Facilitate the coordination and communications between the NCDPC/Ministry of Health counterpart and GHSC-PSM team, and serving as liaison to help ensure effective transmission of information and requests;
- Work as focal point to coordinate with VAAC and VSS to collect timely ARV demand data from health facilities according to MoH’s circular No. 28/2017-BYT dated 28/6/2017 and No. 08/2018-BYT dated 18/4/2018;
- Assist NCDPC in executing all necessary procedures to facilitate SHI ARV procurement and bidding according to the current laws and regulations;
- Support NCDPC in executing all necessary procedures to facilitate drug price negotiation;
- Support NCDPC in coordinating with relevant government authorities to facilitate ARV drug bidding results announcement workshops and other related workshop/training courses;
- Coordinate with VAAC and VSS in organizing coordination meetings as well as joint supervision visits on SHI ARV procurement and supply;
- Coordinate with the local consultant in development of the procurement manual and organize relevant consensus workshops;
- Receive documents/reports from VAAC, VSS and suppliers and make relevant reports to MoH on implementation of the frame agreement on ARV supply, supply contracts, quality of ARV supply service according to the current laws and regulations;
- Be active in following up with related partners on technical assistance activities to ensure deliverable timeline and quality;
- Maintain good knowledge and understanding of all office rules and procedures as set forth in the field office policy manual;
- Produce and/or provide inputs on annual workplan, routine and ad-hoc reports including supervision reports requested by Health System Strengthening Manager and project management team;
- Support the achievement of the overall project goals as required to ensure project performance;
- Maintain effective working relationship with donors, government partners and other stakeholders;
- Perform other tasks/duties assigned by the HSS Manager in Viet Nam and project management team of GHSC-PSM project in consultation with the NCDPC when needed.
Job Qualifications
- Bachelor’s Degree in a relevant field required, preferably in pharmacy, public health, or health sciences;
- Minimum three years of experience in supply chain management for health commodities, particularly in procurement (Bachelor’s Degree may be substituted for an additional three years of experience in supply chain management for health commodities for a total of six years);
- Experience working on a USAID or donor-funded project preferred;
- Experience working with the Vietnamese Ministry of Health preferred;
- Excellent interpersonal and communications skills;
- Fluency in Vietnamese and advanced English required.
Location of Assignment
This is a long-term position for the life of the contract based in Hanoi, Vietnam with intermittent travel throughout the country. This position will be primarily embedded in the NCDPC office in Hanoi, with frequent travel between NCDPC and the GHSC-PSM office.
Supervision
The Technical Officer will report directly to the Health System Strengthening Manager
