Position: Program Finance Officer

Location: Northern Vietnam – Tuyen Quang Province (in or near – possibly Hanoi)

Reports To: Program Manager and in close coordination with the Asia Regional Finance Manager

Supervises: HR, Admin and Logistics staff

Length of Contract: Annual – Renewable

Purpose: Guided by World Concern Vietnam’s strategic plan, the Program Finance Officer (PFO) provides support in the day-to-day finance, human resource and administrative activities of the projects. The PFO assists the Program Manager for all financial transactions and ensure adequate controls are in place. The PFO will have direct supervision of Human Resource, Administrative and Logistics staff. S/He will work closely on technical matters with the Asia Regional Finance Manager
who also acts as WCV Finance Manager.

Summary Responsibilities & Deliverables

Finance

  • PrepareFund Requests by reviewing theactivities to be implemented. Coordinate with the Asia Regional Finance Manager and seek approval from the Program Manager to ensure that the projects have money to complete the budgeted activities.
  • Responsible for overseeing all banking-related policies, procedures and transactions.
  • Ensure all vouchers, receipts, cash count, bank statements, and other supporting documents are filed in compliance with WC standards and processes.
  • Responsible for payment of WCV local staff salaries, payroll taxes, and other government mandated fees; and to arrange for salary payment by bank, if any.
  • Responsible for maintaining project cash, disbursing cash and maintaining sufficient operating fund balance for project expenses. Write and disburse checks. Issue receipts for money received with approval and deposit.
  • Coach WCV project staffon financial policies & procedures to improve quality, timeliness and completeness, per WCL Finance policy.

Human Resource &Administration

  • Develop effective administrative systems and procedures as directed by the Program Manager; efficiently manage multiple tasks through prioritization.
  • Support Program Manager on matters related to WCV’s permits, licenses and registrations and ensure timely compliance with the government
  • Supervise Admin and Logistic staffin daily logistics, tasks such as working on the quotation summary, vehicle and equipment repairs and maintenance. Assist the program in making sure that WC procurement policies and procedures are complied with.
  • Maintain an accurate asset tracking list, so it is kept up to date and is available on request for yearly audit report.
  • Regularly back up project-related documents.
  • Assist with other tasks as needed upon the request of Program Manager or Asia Regional Finance Manager.

Required Education, Skills & Experience:

  • Committed to, follows and leads World Concern’s Vision, Mission, Core Values and Transformational Principles.
  • Bachelor’s Degree qualification in accounting or related studies from a recognized institute.
  • 3-5 years work experience in administration, and accounting/book keeping in business or NGO sector.
  • Experience in community development or working with the poor.
  • Demonstrated skills in computer, typing and data entry (MS Office).
  • Self-starter with ability to work independently and prioritize work.
  • Strong organizational and effective multi-tasking skills.
  • Demonstrates spirit of service and cooperation in interaction with co-workers, supervisors and organizational partners.
  • Demonstrates high level of reliability, trust worthiness and transparency.
  • Excellent attention to details and reporting preparation
  • Fluency in written and verbal communication skills – English & Vietnamese
  • Ability to work proactively and thrive in remote work settings
  • Team player and performer – develops and motivates team culture around core values and other performance drivers

Advantageous Education, Skills & Experience:

  • MBA and/or Master’s Degree in Accountancy or related business course
  • Experience in working in an INGO setting
  • Experience with preparation and analyzing financial reports

Working Conditions:

  • May require travel within Northern Vietnam in remote underdeveloped areas
  • Working remotely, from home, shared office space, within the community or with government partners as budgets and operational effectiveness require
  • Ability to work virtually with the technical support staff in Asia
