Associate Director, Technical Assistance Coordination and Health Systems Strengthening

FHI 360 is an international, non-governmental organization that works with the Vietnam Ministry of Health and other national bodies, as well as provincial and district-level health services, to promote the health and wellbeing of the Vietnamese people, particularly vulnerable and marginalized populations. FHI 360 is currently implementing programs with government and private sector partners that address HIV prevention; care and treatment; clinical research; health systems strengthening, maternal and child health and nutrition; diagnostics; and laboratory services.
We are currently seeking a qualified and highly motivated Vietnamese national candidate to serve as Associate Director, Technical Assistance Coordination and Health Systems Strengthening (TAC-HSS), based in Hanoi.
Main responsibilities:
- Oversee the TAC-HSS team to ensure USAID SHIFT implementation of program sustainability elements, including health financing and social health insurance (SHI)
- Act as the focal point to communicate and collaborate with VAAC, DOH and provincial Center of Diseases Control in six SHIFT priority provinces, to work with other related departments of MOH and PEPFAR partners on SHI and HSS to ensure that SHIFT activities and SHIFT targets are implemented and achieved in six PEPFAR/USAID priority provinces
- Coordinate with the FHI 360 finance and technical teams in developing provincial sub-contracts. Provide mentoring and coaching to implementing agencies/partners to ensure that these contracts are completed, reviewed, approved, and implemented in a correct, systematic and timely fashion.
- Facilitate the transition for management of USAID SHIFT services to the Government of Vietnam (GVN) at the provincial and local levels in accordance with approved timelines (transition both finance and technical assistance via local TA network)
- Build partnerships with GVN agencies to improve the policy environment for HSS including SHI and technical assistance systems.
- Provide strategic inputs for USAID SHIFT and the TAC-HSS team in the development of annual workplans, reports, and other project documents
- Participate in or provide support to team members to implement TA Marketplace (http://www.tamarketplace.org/) activities at national level as well as in 6 PEPFAR priority provinces.
- Serve as a focal point to facilitate business development processes for FHI 360 Vietnam under the direction of senior management.
Experience and abilities for the position:
- Postgraduate of Medicine, Public Health, or a related discipline with a minimum of 5 years experienced in public Health programing
- Intense understanding of the health system in Vietnam, the integration of donor-supported programs into national and provincial responses
- Strong leadership and interpersonal skills. Demonstrated ability to build and maintain relationships with a wide array of organizations.
- Ability to manage projects, set realistic priorities, and plan for the successful implementation of programs
- Passion for being a change agent, tested abilities in this area, and thrive in environments where s/he must help to build consensus to move forward large ideas into action.
- Well-developed written and oral communication skills in both Vietnamese and English
- Computer literate with strong skills in use of MS office package (Word, Excel, and PowerPoint...)
- Ability to travel as necessary.
