USAID Saving Species – Recruitment of consultants on development of an inter-agencies coordination protocol (ICP) among provincial level law enforcement agencies in Lao Cai on the topic of preventing and combating wildlife trafficking.

The United States Agency for International Development (USAID) Saving Species Program is USAID/Vietnam’s flagship implementation vehicle for combating wildlife trafficking and implemented by Tetra Tech in partnership with Vietnam CITES Management Authority of the Ministry of Agriculture and Rural Development. TRAFFIC Vietnam and the Wildlife Conservation Society (WCS) are also project partners.

USAID Saving Species is seeking qualified Consultant(s) to develop an ICP among provincial level law enforcement agencies in Lao Cai on the topic of preventing and combating wildlife trafficking.

Below is the summary of the Scope of work (SOW); for more details, please refer to the attached SOW.

Overall Goal: To strengthen coordination among law enforcement agencies in preventing and combating wildlife crime in Lao Cai province.

Specific Objectives:

  • Formulate an ICP among provincial level law enforcement agencies in Lao Cai province (Department of Agriculture and Rural Development, Department of Industry and Trade, Department of Forest Protection, Departments of Market Surveillance, Customs, Public Security, Borderland Authority and other related agencies) on the topic of preventing and combating wildlife trafficking.
  • Enhance efficiency and effectiveness of preventing and handling violations related to wild fauna and flora through the development and implementation of the ICP.

Main tasks & Responsibilities:

  • Work closely with the provincial level law enforcement agencies in Lao Cai province;
  • Assess/study the current status of the inter-agencies coordination among law enforcement agencies on protected wildlife in Lao Cai province (including desk review, interview, group discussion, observation, email/telephone with relevant staff of above agencies in their workplace);
  • Develop a drafted ICP;
  • Conduct consultation of the drafted ICP for further finalization;
  • Present the final ICP in signing and launching ceremony.

Report contains the following contents for Assessing current status and developing the first drafted ICP :

  • An assessment report of the current status of coordination among the Lao Cai law enforcement agencies including gaps, overlaps and other relevant content;
  • The first drafted ICP that addresses all of the recommendations highlighted in the above report and strengthens inter-agencies cooperation and coordination.

Consultation of the drafted ICP

  • A Workshop report with all feedback and recommendations for further development of the ICP; and
  • The second drafted ICP to be made in line with the inputs, feedback and recommendations of the relevant agency representatives participating the workshop.

Apr. – May. 2019

Report on getting comments and feedback from relevant agencies for the second drafted ICP

  • The final drafted ICP is made and ready for submission to the Lao Cai Provincial law enforcement agencies for signing.

Jun. 2019

Present the final drafted ICP in signing and launching ceremony

  • The final drafted ICP is presented in a signing and launching ceremony

Note: Deliverables are requested to be submitted in both English and Vietnamese.

Timeline/Working days:

  • Starting date: 14th January 2019.
  • Ending date: When the ICP is approved by the law enforcement agencies in Lao Cai province (expected 30th June 2019).
  • Total working time for conducting the consultancy work: 45 days (8 hours per day) for 2 consultants.

Qualifications/Criteria:

  • Consultant on Agricultural/Forestry administration (leader of the Group)
    • A minimum of 5 years or more working in the agricultural sector management, preferably with experience in handling of administrative violations in the agricultural/forestry sector;
    • Experience in policy research and assessment
    • Experience in drafting of policy relating to agricultural administration, collaboration of agricultural sector with other sectors such as Forest Protection, Market Surveillance, Customs and Provincial Public Security.
    • Experience in working with state management agencies at all levels.
    • Experience and skills in teamwork; ability in analyzing and synthesizing reports, consolidating feedback and responses on policy issues.
    • Excellent presentation and legal document writing skills.
    • Fluency in office computer skills.
  • Consultant on law enforcement/legislation
    • A minimum of 5 years or more working in the law enforcement sectors
    • Experience in working with state management agencies related to law development at all levels.
    • Experience in consulting or participating in developing legal documents, preferably with experience in the law enforcement sectors
    • Experience and skills in teamwork; ability in analyzing and synthesizing reports, give consolidating feedback and responses on policy issues.
    • Proficiency, fluency in office computer skills.
