Job Description
USAID/Vietnam Strengthening Provincial Capacity Program will strengthen the capacity and build the sustainability of local institutions' provincial capacity building extension services to provide high quality, relevant interventions addressing capacity gaps, so that provincial officials can implement and measure economic governance reforms more effectively. The Chief of Party (CoP) will have oversight for program management, strategic vision, fiscal integrity, quality and timing of deliverables.
This position is contingent on funding.
Essential Functions:
- Provides program leadership, management and establishes the direction of the program. Builds strategic partnership with USAID/Vietnam, the Government of Vietnam, and program partners and targeted organizations. In collaboration with USAID, sets a clear strategic vision and plan for the program.
- Provides capacity building of the local in-country team including coaching and mentoring. Works closely with project team members to monitor implementation and to ensure high quality and timely completion and submission of all contractually-required deliverables. Works closely with the IIE-home office staff on management of budget, compliance, reporting, and other project related issues.
- Oversee the design and implementation of efficient, results-oriented, cost-effective interventions to build the capacity of Vietnamese institutions to design and deliver trainings for local officials , including conducting training needs assessments, identifying appropriate capacity building interventions, managing technical assistance activities and administering technical training of mid- to high-level professionals. Develops and coordinates technical assistance activities and training programs and corresponding budget(s) to meet project objectives and goals.
- Provides office leadership and compliance oversight. Oversee in-country finances, budgeting and procurement, ensuring that all finance and procurement is compliant with USG and IIE policies and procedures.
Job Requirements
Education and Work Experience:
- Requires a Bachelor’s degree in order to apply a working knowledge of the theories and principles in a specialized field or work discipline.
- Requires at least ten years of related work experience.
Knowledge, Skills and Abilities:
- Masters degree preferred.
- Knowledge and understanding of provincial government capacity buildings needs in Vietnam strongly preferred.
- Demonstrated capacity to manage multi-cultural environment and to provide consulting services in helping clients analyze problems, devise and adopt solutions; experience providing direct support to USAID missions desired.
- Experience with the development and implementation of conducting organizational needs assessments, capacity building programs, and evaluation required.
- Must have proven supervisory and team leadership experience of diverse, multi-disciplinary staff.
- Demonstrated leadership, strategic thinking and planning, management, and presentation skills.
- Experience working in Vietnam or similar South Asian countries is desired.
- Fluency in English is required.
