Vietnam Evaluation, Monitoring, & Survey Services Project (VEMSS) is recruiting for a Chief of Party for the Evaluation, Monitoring, and Survey Services project funded by USAID/Vietnam. The Hanoi based project, implemented by Management Systems International (MSI), assists the USAID Vietnam Mission in designing and carrying out evaluations, monitoring surveys, and performance management studies. The project also provides monitoring and evaluation training to Mission staff and implementing partners.

Position Summary:

The Hanoi-based Chief of Party (COP) for the Vietnam Evaluation, Monitoring and Survey Services Program (VEMSS) will manage the project’s workplan and ensure that quality standards and schedules are met. The COP will manage the project, including staff management, client liaison and ensuring cost and quality control of all tasks and assignments undertaken.

This is a full-time position that will run from Mid-February through July 2019.

The position is responsible for the following:

  • Maintain overall responsibility for ensuring the project is on track to meet its deliverables, including work plan implementation and contractual and compliance requirements;
  • Ensure quality oversight of all products produced;
  • Provide assistance to USAID’s implementing partners to help them improve the quality of their performance monitoring systems;
  • Manage and support learning events and other evaluation and monitoring fora;
  • Supervise the work of full-time staff; and
  • Manage coordination with USAID Vietnam and MSI’s home office technical staff

This position involves direct supervision of technical and administrative staff and will require travel within Vietnam.

Qualifications:

  • A minimum of eight years of professional project management experience for international donor programs;
  • Knowledge of and prior experience in working on USAID-funded activities;
  • Proven leadership, management and supervisory skills supporting complex activities involving coordination with multiple program partner institutions on donor-funded social and economic development programs;
  • Knowledge of performance monitoring and evaluation practices and methodologies;
  • Experience designing and managing public events;
  • Master’s degree in business or financial administration, monitoring and evaluation, public policy or social science research, international cooperation/international development, or a related field; and
  • Fluency in Vietnamese and English with excellent written and oral communications skills in both.
