Expected travel: Approximately 60%.

WCS Viet Nam Program Overview:

WCS has been working in Viet Nam since early 2006 to strengthen the commitment and capacity of the Vietnamese government to combat wildlife trafficking. It has established a well-respected presence in the country, providing support to a range of government agencies. WCS Viet Nam have generated a wide range of reliable data on a number of related issues and trained about 1,200 law enforcement officers from a range of agencies in investigation and enforcement techniques, and distributed a number of technical handbooks and guides. It has assisted central agencies to review and propose criminal intelligence analysis systems, inter-agency agreements and cooperation, national legislation, and have supported bi-lateral dialogues to suppress the wildlife trade and strengthen Viet Nam’s enforcement response. Its wildlife health expertise has been leveraged in Viet Nam to address core conservation issues, like wildlife trade, through collaborative research, training, and policy development.

Job Summary:

The Program Officer (PO) works under the supervision and supports the CWT Technical Manager to achieve objective of effective law enforcement. The PO is responsible for collecting, managing law enforcement data, and producing intelligence products. The PO will also work to promote counter wildlife trafficking activities by supporting law enforcement agencies and working with partners, stakeholders in Viet Nam.

This Job Description is progressive in nature and shall be reviewed and amended from time to time to meet WCS Viet Nam program needs.

Major Responsibilities:

A. Data collection and management

  • Conducts and coordinates data gathering activities including surveys, investigations.
  • Develops and maintains network of volunteers, contributors.
  • Actively generates reliable and professional intelligence products to law enforcement agencies to catalyse enforcement action (report, map, infographic, statistic...);
  • Maintains of a professional intelligence analysis system in coordination with regional WCS programs;
  • Manages the daily import and extract information from field data in coordination with WCS and WCS’s partners;
  • Develops and daily executes the wildlife case management system in coordination with WCS and WCS’s partners;

B. Capacity building to Law Enforcement Agencies

  • Promotes strategic intelligence-led policing to Vietnamese law enforcement agencies through trainings, workshops and other events;
  • Provides training and/or curriculum development with/for LE agencies to manage and shares information and utilize intelligence analysis.

C. Networking and Partnership

  • Supports coordination with law enforcement agencies in Viet Nam;
  • Supports the coordinates enforcement cooperation of inter-agency and inter-governmental /transnational on wildlife trafficking issues.

D. Work-plan and Budget Management

  • Develops and monitors assigned projects and their work-plan and budget;
  • Does project-tracking and performance reporting for law enforcement support activities in WCS Viet Nam.

E. Fundraising

  • Provides inputs in proposal development including technical and financial ones;
  • Supports on other fundraising activities, as requested.

F. Others

  • Contributes to the development of WCS Viet Nam policies and strategies;
  • Acts as WCS’s representative at provincial and national level/ meetings/ workshops as required;
  • Performs other tasks as assigned by the direct supervisor.

Minimum Requirements:

  • Minimum bachelor/college degree;
  • Minimum two-years relevant work experience at similar position;
  • Language: English and Vietnamese language is essential to effective performance in this position;
  • Fluency in Microsoft Office (Word, Excel, PowerPoint);
  • Ability to conduct field and/or internet based research;

In addition, the following qualification are assets:

  • Knowledge of analysis software;
  • Experience in data management.
  • Knowledge on illegal trafficking of wildlife or other black market commodities (e.g. humans, narcotics, weapons).
  • Working experience in an organisation providing support to law enforcement agencies or within a law enforcement agency;
  • Postgraduate degree in criminology, law enforcement, law or a related field;
