Job Description
Position Title: Renewable Energy Advisor
Reports To: Component 2 (Renewable Energy) Lead
Overview
USAID V-LEEP helps the Government of Vietnam (GVN) establish an effective policy, regulatory, and incentive environment for low-emission growth in the energy sector, while simultaneously attracting investment in renewable energy (RE) development and energy efficiency. V-LEEP works closely with private companies to support the development, financing and implementation of grid-connected renewable energy (RE) projects throughout Vietnam. V-LEEP’s efforts include a close collaboration with the Electricity Regulatory Authority of Vietnam to enable the use of a corporate procurement mechanism – Direct Power Purchase Agreements (DPPA) – that leverages the purchasing power of large corporations; helping them meet their global sustainability commitments while leveraging additional foreign direct investment. V-LEEP also helps the Electricity and Renewable Energy Authority (EREA) of the Ministry of Industry and Trade to design, refine, and implement policies and programs that encourage RE.
Position Description
V-LEEP is recruiting an experienced full-time Renewable Energy Advisor to join its Hanoi-based team, which is working to catalyze the rapid and large-scale growth of grid-connected RE in Vietnam. The successful candidate will be willing and eager to take on this challenge and will be inspired to make a difference by adding clean, reliable power to Vietnam’s electricity grid.
Duties and responsibilities of the Renewable Energy Advisor include:
- Help implement V-LEEP’s support offerings on RE. This may include:
- Support efforts to implement a Direct Power Purchase Agreements (DPPA) for Vietnam
- Monitor the utility RE market, and specifically the Vietnam power market, for developments on policy, regulation and business activity
- Help to maintain relationships with relevant Government agencies and other project stakeholders such as suppliers, banks, local community leaders, and contractors
- Provide targeted support to specific RE projects and developers. This may include:
- Strengthen their prospects for attracting investment by assessing how projects comply with international practices for mitigating commercial, environmental, and social risks.
- Help RE companies improve their internal project development capacity by guiding them through better understanding and application of international best practices.
- Review feasibility studies of potential projects for renewable energy power plants.
- Coordinate development activities with particular focus on technical, regulatory and permission aspects with project developers.
- Support other tasks, responsibilities, or duties deemed necessary by the Component 2 Lead.
Skills and Experience
In addition to having the ability to fulfill the responsibilities noted above and past experience which demonstrates this ability, the following skillset/experience is desired:
- Vietnamese nationality
- Minimum of Master’s Degree in a related field (energy/electric power, business and finance, environment)
- Minimum of 3-5 years of experience in finance, business, project development, renewable energy, or a related field
- Ability to apply various financial measures to test the strength of a project and assess its risk
- Basic understanding of project development
- Good understanding of the technical aspects of renewable electricity generation
- Good understanding of renewable energy technologies including solar PV, wind, battery storage and the various associated business models for investment
- Strong understanding of project management and development
- Experiences working with international donor organizations preferred
- Good understanding of the regulatory processes in renewable energy development
- Flexible, effective and customer-oriented communication skills, collaboration in a multi-cultural team
- Demonstrated initiative, self-motivation, ability to work both independently and within a team, and hands-on approach
- Good client management skills
- Demonstrated capability to manage, coach, and support other team members
- Good communication skills, both written and spoken
- Good command of written and spoken English
- Willingness and ability to travel
Reporting
The position will report to the Component 2 Lead.
