The United States Agency for International Development (USAID) Saving Species Program is USAID/Vietnam’s flagship implementation vehicle for combating wildlife trafficking and implemented by Tetra Tech in partnership with Vietnam CITES Management Authority of the Ministry of Agriculture and Rural Development. TRAFFIC Vietnam and the Wildlife Conservation Society (WCS) are also project partners.
USAID Saving Species is seeking 01 qualified Consultant to provide support for capacity building for relevant GVN agencies on using mutual legal assistance agreements in transnational wildlife crime cases. The consultant shall work closely with the Ha Noi Procuratorate University (HPU) in Ha Noi with travelling to provinces as requested.

Overall Goal: Strengthen capacity for relevant agencies in dealing with transnational wildlife trafficking cases, supporting the smooth handling of these types of cases through the application of the terms and contents of the legal assistance agreements signed by the Vietnam Government.
Specific Objectives:
- Study and review the mutual legal assistance (MLA) agreements between Vietnam and other countries with focus on source, transit and use destinations mentioned in domestic and international reports, for example: ASEAN countries, Mozambique, China, and India; find strengths and weaknesses during application, and implementation in Vietnam.
- Share and discuss experiences with relevant agencies on the application of mutual legal assistance agreements to deal with transnational wildlife offenses.
- Propose coordination and cooperation options between the parties to enhance the effectiveness of mutual legal assistance to solve the cases in the most efficient way.
- Conduct 02 training workshops on “Capacity building for relevant agencies to apply mutual legal assistance agreements to transnational wildlife offences” in Hanoi and Ho Chi Minh City.
Main tasks & Responsibilities:
- Study and review the mutual legal assistance (MLA) agreements and consult with local stakeholders Participate in the appraisal meeting, take feedback and finalize Handbook after appraisal.
- Conduct 2 training workshops on “Capacity building for relevant agencies to apply legal assistance agreements to transnational wildlife offences” in Ha Noi and Ho Chi Minh City

Timeline/Working days:
- Starting date: 15th April, 2019.
- Ending date: When the 02 training conducted (expected 31st Aug, 2019).
- Total working time for conducting the consultancy work: 40 days (8 hours per day) for 01 consultant.
Qualifications/Criteria:
The consultancy will be conducted by 01 consultant:
- Minimum Bachelor Degree in Laws (PhD is preferable)
- A minimum of 10 years or more working in the procuration area and procuracy systems in Vietnam;
- Experience in policy research, review and assessment;
- Experience in capacity building including training agenda and curriculum development for law enforcement agencies in Vietnam;
- Experience in working with procuracy system and state management agencies in Vietnam at all levels.
- Experience and skills in teamwork; ability in analyzing and synthesizing reports, consolidating feedback and responses on policy issues.
- Excellent presentation and legal document writing skills.
- Fluency in office computer skills, English and Vietnamese literacy.
