SUMMARY
The American Red Cross (AmRC) International Services Department (ISD) seeks to prevent and alleviate human suffering around the world by responding to disasters, building safer, more resilient communities, and educating future humanitarians. In Viet Nam, AmRC has been supporting the Vietnam Red Cross (VNRC) in its service delivery since 1999. Over the past 20 years, AmRC has supported VNRC to implement programs in disaster preparedness, livelihoods, child nutrition, health, HIV/AIDs, and WASH. AmRC has also provided support to numerous disasters within the country. Its current portfolio includes Organizational Development, urban and rural Disaster Risk Reduction, along with technical assistance in various program areas, such as Commercial First Aid and preparedness for disaster response.
Based on the five-year strategic engagement plan drafted in 2018, AmRC plans to support VNRC in organizational development, particularly in standardizing the management system to ensure VNRC’s ability to grow and evolve as an organization. In term of disaster preparedness and response, AmRC will continue to support the VNRC to enhance its technical leadership in preparedness and response through innovative approaches to emerging needs and vulnerable populations. In addition, as the donor landscape in Viet Nam changes, it is critical to broadening engagement with more diverse donors and partners to help VNRC ensure its sustainability.
The American Red Cross Vietnam Delegation is looking for a qualified, enthusiastic and responsible person to fill the position of Finance and Admin Assistant based in our Hanoi office.
Title: Finance and Admin Assistant
Location: Hanoi
Contract duration: 1 year with possible extension
Reports to: Senior Finance Officer
Expected start date: Mid of May, 2019
Primary Duties:
Financial Operations
- Prepare payment vouchers ensuring all payments are paid on time in compliance with approved cost norms, financial regulation and policies of AmRC, donors’ and local laws of Vietnam;
- Input all the relevant transactions into Epicor (accounting software), ensuring accuracy, proper documentation and timeliness of data entry, using the right account and budget codes;
- Assist in responding to internal and external audits, under supervision of the Senior Finance Officer;
- Support on organizing projects events, workshops, field trips as required;
- Responsible for compulsory Social Insurance (SI, HI, UI) of local staff and trade union fee for office to submit to related government agency;
- Responsible for calculating, reconciling, record and reporting of all tax-related issues;
- Support on reviewing monthly sub-recipient’s financial reports for Vietnam Red Cross Society.
Administrative Operations:
- Support on procurement process at project and office level;
- Support to track and coordinate supplier contract renewals;
- Responsible for preparing, reviewing, analysing, negotiating, and revising the good and service contracts at project and office level;
- Support to ensure smooth functioning of the office premises and oversee office equipment and inventory tracking;
- Support on translation for document of project and office as required.
Other duties applicable to all staff
- Engage in all other operational and general activities, as directed by your immediate supervisor;
- Perform any other work-related duties and responsibilities that may be assigned by the direct supervisor.
Key qualifications:
- Bachelor in finance, accounting or auditing
- At least 2 years of relevant working experience in Finance and Administration
- Strong computer skills (Windows, word-processing, spreadsheets, Microsoft outlook, email, Internet, office equipment)
- Fluent in English & Vietnamese (speaking, reading, written and listening)
- Ability to work both independently and as a team member
- Strong communication, organizational, analytical ability and strong sense of detail
- Reporting and Negotiation skills
- Able to meet deadlines, working long hours and during weekend if required
- Experience of working with the Red Cross movement is an advantage
- Familiar with USAID rules & regulations is preferable
