Samaritan’s Purse International Relief (SPIR) is a Christian nonprofit organization providing aid to hurting people around the world. With a 22 year history working in Vietnam, SPIR has developed strong relationships with partners to conduct projects in 5 sectors health, education, protection, livelihood and relief.

SPIR Vietnam’s projects are being implemented in Hanoi, Quang Nam, the central province of Vietnam and across the northern provinces of Lao Cai, Yen Bai and Lai Chau where the majority of people are from ethnic minority groups, often the most vulnerable or marginalized sections of the population. We are now seeking highly qualified candidate for the following position:

Position Title: Base Manager
Grade: Leadership
Position Duration: 01 Year with possibility of extension
Duty Station: Hanoi with travel to project locations
Reports To: Operations Manager

Job Summary:

The Base Manager is responsible for overseeing, managing, and developing the SPIR Vietnam’s office operations. This position will provide support for field operations in Vietnam, especially in the area of office management, security, and operations. The key objective is to create and maintain a pleasant, safe, and efficient work environment that allows for a high level of organizational effectiveness.

Key Responsibilities:

  • Contribute to the development of the administration department goals, objectives, and systems.
  • Oversee daily office operations, including telephone, email, and fax communications and the acquisition of office supplies.
  • Ensure adequate and comfortable working space and equipment for all staff.
  • Manage the security system of the office. Develop/revise security policy and guideline in compliance with global agency policy and local laws. Conduct training on security for all staff.
  • Manage petty cash fund and submit petty cash report periodically to finance department.
  • Monitor costs and expenses to assist in annual budget preparation.
  • Supervise and manage fixed asset inventory and office filing systems.
  • Take primary responsibility for hosting international and local visitors and planning staff office events.
  • Monitor and process application and extension of visa, work permit, and residence card for international staff.
  • Ensure the smooth and adequate flow of information within the organization to facilitate other office operations.
  • Maintain a good knowledge of the NGO sector in Vietnam to be able to advise SPIR Vietnam accordingly.
  • Supervise and monitor job performance of building support staff including technology, admin, cleaning, and cooking staff.
  • Conduct and manage a periodic risk assessment.
  • Nurture a positive work environment, fostering a commitment to SPIR values and ethics.
  • Other duties as assigned by the Operations Manager.

Education/Experience Needed:

  • Bachelor's degree from four-year College or University in a relevant area of study such as administration, business administration, or office management.
  • Minimum of 05 year experience working in the office administration and/or operations, preferably with an INGO.
  • Minimum of 02 year experience working in office administration management or equivalent level.
  • Experience with capacity building training.
  • Be well-versed in office administration procedures and policies and be able to actively discover new ways to do the job more efficiently.
  • Be able to lead a team of professionals to complete a range of administrative duties in different departments.
  • Strong willingness and passion to see help poor and disadvantaged in Vietnam.

Skills Required:

  • Fluency in English and Vietnamese-written and spoken.
  • Experience in drafting and writing professional correspondence with government authorities strongly preferred.
  • Excellent planning, time management and organizational skills; high level of integrity.
  • Excellent interpersonal communication and teamwork skills.
  • Demonstrated ability to take initiative, solve problems, and remain flexible.
  • Must be comfortable using Microsoft Word, Excel, PowerPoint, and email.

This is a full time position that will begin with a two month probationary period. JD available upon request.
