Finance Officer

We are looking for a Vietnamese national for:

  • Position: Finance Officer
  • Location: Lao Cai

Main Responsibilities:

Financial Accounting

  • Check programme advance/Payment/ expenses for Lao Cai Office ensuring they are processed on time and in line with SCI and donor financial requirements;
  • Post transactions into the Agresso through GLACOS, ensuring GLACOS is approved by CO before being posted;.
  • Review and verify partners’ finance reports and partners advance in due time;
  • Follow up with programme team and partners in order to ensure partners finance report to be sent in due time and next fund transfer can be done in line with the planned budgets.
  • Clear advance, receivables payables in due time in line with SCI procedures.
  • Strictly follow up SCI financial calendar, ensure to process and post all needed expenses in the period to FMS before soft close, leaving the time between soft and hard close only for reviewing, doing necessarily required reallocations;

Cash Forecast/ Banking and Cash Management

  • Collect cash needed for project implementation in Lao Cai Area and for Lao Cai Office and submit to the Country Office in due time;
  • Together with Finance Assistant to monitor Lao Cai office petty cash

External and Internal Audit

  • Conduct periodical finance visit to partners in order to ensure compliance is followed by partners;
  • Maintain and update partners’ finance visit schedule, making this schedule feasible and efficient;
  • Facilitate the external audit conducted at the Lao Cai office and partners’ office if any;
  • Support Finance Manager in drafting responses to auditors’ findings in the field;
  • Implement and follow up the implementation of auditors’ recommendations.

Capacity Building

  • Provide finance induction training to new SC staff;
  • Provide finance training to partner enabling them to follow well SCI and donor financial requirements;

Other Compliance Tasks

  • Take part in the process of partner selection and conduct partners’ survey afterward if required;
  • Maintain a comprehensive filing system of finance records for easy access when necessary;
  • Strict control done over the assets and equipment in Lao Cai Office;
  • Facilitate the stock check at Lao Cai Office and help in the reconciliation process with accounting data;
  • Contribute/provide inputs to the process of policy/guideline updates;
  • Approve timesheet for finance assistant in due time.

  • External: Government Agencies, INGOs, donors, suppliers of goods and services

Qualifications & Skills:

Qualifications

  • Bachelor’s degree in finance or related subjects

Essential

  • At least 5 years experience in financial management, preferably in international organizations, INGOs and/or bilateral organization
  • Solid understanding of Vietnamese government system and international development arena
  • Good financial management skill
  • Have strong sense in compliance
  • Good problem solving and negotiation skills
  • Good interpersonal, communication and teamwork skills
  • Good prioritization skill and ability to coordinate a variety of work activities
  • Fluent English speaking and writing skills
  • Proven commitment to children rights and equality of opportunity
  • Good computer and IT skills

Desirable

  • Knowledge of Vietnam development issues and NGO networks
