Consultant to Conduct an Endline Evaluation for "Child Friendly and Protection Learning Environment Protect" Project

Responsibilities of Consultant:

The main tasks of selected consultant will be:

  • Review the project proposal, baseline and related documents to have an overall picture on child protection, Child friendly and Quality learning environment (QLE), child violence and issues of disadvantaged children in community and schools.
  • Prepare inception report, including survey objectives, methodologies, survey tools, detailed schedule and total budget to conduct this survey.
  • Meet with SC staff to discuss on methodologies, content, survey tools, process of survey implementation, and other related issues.
  • Conduct the survey training for enumerators who can help to do KAP survey in project sites.
  • Conduct the survey to collect data and information in project sites.
  • Analyse data and prepare survey report: the draft report will have to be shared with SC officers, including SCS to get comments and feedback before being finalized.
  • Present key findings and propose recommendations from the findings.

Expected qualifications of Consultant:

For team leader:

  • Master' degree or higher specialized in Community Development, social sciences, Education and/or Inclusive Education, Child care and child protection, or related areas; As an independent expert with at least 5 years of experience in the field of evaluation and/or research, appraisal of development projects and other related projects;
  • Management and Coordination skills in carrying out an evaluation/research;
  • Experience in education and child protection fields in Viet Nam, especially in the South;
  • Understanding of political, cultural, education and social context in Vietnam;

For team members if required:

  • Bachelor degree or higher specialized in Community Development, social sciences, Education and/or Inclusive Education, Child care and child protection, or related areas;
  • At least 2-3 years’ experience in the field of evaluation and/or research;
  • For all team members:
  • Skills in facilitating FGDs and IDIs;
  • Skills in participatory approach, preferably including child participation skills;
  • Data analytical and writing report skills;
  • Ability to complete work with a commitment to quality in terms of time pressure;
  • Objective and honest in the spirit of construction and suggestions to serve the goal of improving the effectiveness of project implementation;
  • Good command of English language (speaking and writing).
