Project Officer
Job title : Project Officer (full time)
Position description : Providing a full range of office support work to the TC/NCD program
Reports to : TC and NCD Prevention Program Manager, HealthBridge
Period : Oct 1, 2019 – Sep 30, 2020 with possible extension
Main place of work : Hanoi
HealthBridge is an international, non-profit, non-governmental organization that works to improve health and health equity among vulnerable populations through research, policy and action. HealthBridge has been operating in Vietnam since 1993 in the areas Health, Nutrition and Food Security; Livable Cities, Gender Equality and Reproductive, Maternal, Newborn and Child Health; Tobacco Control;, Alcohol Control; and Non-Communication Diseases Prevention.
HealthBridge in Vietnam is currently looking for a qualified Vietnamese candidate to fill the position of Project Officer (PO) for Tobacco and NCDs-VN programs aiming to reduce the death and illness caused by NCDs, of which tobacco use is a major risk factor. Program’s strategies are to support and promote policy-based solutions for reducing all NCD risk factors. We support long-term programs to build networks, conduct media and policy advocacy, conduct research, support partners and communities to implement best practice interventions, and produce/transfer information.
ROLE AND RESPONSIBILITIES
1. Conduct the implementation of projects’ activities
- Implement and monitor tobacco control projects’ activities
- Assist in drafting the monthly, progress/final narrative reports of the project(s)
- Follow up with progress/final financial report of the project(s)
- Work with Program Manager to develop/revise the project’s workplan, M&E for project(s).
- Maintain and expand the media network.
- Check and search for information as requested.
2. Assist in conducting research in the areas of tobacco and alcohol control
- Work with the Program Manager cum Research Coordinator, international and local research team, and partners to develop research proposals and protocols.
- Work with research teams, consultants and partners to conduct the research(es) to ensure the work meet timeline and quality, identify and address challenges as they arise during the implementation for propose the solutions.
- Assist in the development of materials and presentations at meetings and conferences, and publications.
3. Others: Complete other assignments made by Country Director and Program Manager
REQUIREMENTS
Essential:
- Bachelor’s degree in public health/health economics or related fields with at least 5 years working experience.
- Research skills including design and analysis.
- Good understanding of tobacco and NCDs related issues.
- Experience using data analysis software (e.g. SPSS, SAS, etc.).
- Proficient in Microsoft Office, Excel, and PowerPoint.
- Strong spoken and written English and Vietnamese language skills.
- Ability to perform multitasking under time pressure
- Ability to work effectively in a team.
Desirable:
- Experience working in tobacco and NCDs prevention and control area.
- Experience working in media and policy advocacy.
- The experience in conducting health economic research
