EMPLOYMENT OPPORTUNITIES FOR DISABILITY PROJECT

The International Center (formerly known as Vietnam Veterans of America Foundation -VVAF) is a humanitarian organization that has addressed the consequences of war through advocacy and service programs in Vietnam for the last three decades. As a cofounder of the International Campaign to Ban Landmines, IC-VVAF was awarded the Nobel Peace Prize in 1997. Now working under The International Center, IC, focuses on disability support, landmine removal, and mental health programs.

Under the financial support of United States Agency for International Development (USAID), IC has been implementing the Disability Support Project named “Moving without Limits” in three provinces of Thua Thien Hue, Quang Nam and Binh Dinh from July 2015 until September 2022. This project aims to improve the accessibility of the people with mobility impairments in Thua Thien Hue, Quang Nam, and Binh Dinh to quality and affordable assistive devices.

Three specific objectives of the project include: (i) Improved availability of quality assistive technologies/ devices (AT/AD) for people with mobility impairments in Thua Thien Hue, Quang Nam and Binh Dinh provinces; (ii) Improved capacity related to AT/AD for the health sector workforce at national and sub-national levels; and (iii) Improved advocacy for policies/regulations and information sharing related to AT/AD.

In order to achieve the above mentioned objectives, a wide range of activities will be implemented in the three project provinces as well as at the central level. AT/AD service provision is implemented following the full range of provision including need assessment and proper prescription, AD procurement, fitting, user training and follow-up, maintenance and repair in order to ensure that people with mobility disabilities receive appropriate and quality AD they need. The integration of health care for people with disabilities (PWDs), including AT/AD service delivery into the existing health care system, mobilizing the non-specialists at community level to recognize, assess, manage and follow-up of care for PWDs will be promoted in this project.

Being aware of the big gap in human resource for rehabilitation services, especially for AT/AD related services for PWDs, taking into account the practical solution for filling the gap, the project will apply mixed approaches: (i) build capacity for both high skilled health professionals at national level for providing technical assistance towards complicated cases and support building capacity for lower level service providers when needed; and (ii) task
shifting, defined as the delegation of tasks to existing or new cadres with either less training or narrowly tailored training in order to deliver a certain and basic rehabilitation/AT solutions. Thus IC will support improving capacity of rehabilitation and AT workforces for both national and provincial levels, for both high and less skilled service providers.

Access to AD/AT provision services cannot be improved without appropriate and available policy and governance, IC will work closely with the line ministry (ies), other involved partners to support development of the AT/AD service delivery framework as a part of the National Rehabilitation Strategy 2021-2025 as well as advocacy to include more AT/AD covered by health insurance scheme. In addition to that, IC will also support to improve information sharing, awareness rising on AT/AD related issues.

To support the IC’s project team and the provincial partners in planning, implementing, monitoring and supervision of the above mentioned scope of work IC is seeking for qualified people to fill in the full time positions as bellows:

1. PROJECT DEPUTY DIRECTOR

  • Citizenship: Vietnam
  • Duty Station: Hanoi and three project provinces of Thua Thien Hue, Quang Nam, and Binh Dinh
  • Duration of Assignment: Full-time job for one year with the possibility to extension
  • Starting date: As soon as possible,
  • Salary: Competitive

Requirements:

  • Academic background: At least health related master degree;
  • Senior experience in a management and leadership position;
  • Experience in management of donor-financed project;
  • Wide relationship with MOLISA, MOH and other agencies relating to the project;
  • Knowledge of procedures relating to management of an ODA project;
  • High level of written and spoken English and Vietnamese;
  • Good understanding of the health system and rehabilitation service provision in Vietnam;
  • Knowledgeable and experiences in disability care support preferred.

Main responsibilities

To assist Project Director in executing project implementation activities, direct key staff of IC Disability Project under the leadership of Project Director and take the main responsibility for Project implementation.

Scope of work

  • Assist the Project Director in planning, implementing, monitoring and evaluation of the project activities and daily activities of IC Disability Project;
  • Ensure timely submission of Annual Work Plan and different kinds of project reports as required;
  • Coordinate and collaborate with all relevant stakeholders at national and sub-national levels to ensure that all Project activities are carried out efficiently and smoothly;
  • Mobilize the support and participation of relevant agencies, local and international partners;
  • Supervise the overall day-to-day activities of the IC Disability Project staff to ensure efficient functioning of the unit, including coordination of planning, budgeting, implementation and monitoring;
  • Conduct annual project staff appraisal, report and propose replacements whenever necessary to the Project Director;
  • Ensure the Operational Manual is maintained and updated when necessary and that it is properly disseminated and communicated to all project staff;
  • Ensure informed guidance and support to provincial project coordinators and officers
  • Other necessary duties as required by the Project Director.

Supervision and performance evaluation:

The incumbent works under the direct supervision and evaluation of the Project Director at IC’s office with regular travel to provinces.

2. SENIOR PROJECT OFFICER BASED IN HANOI

  • Citizenship: Vietnam
  • Duty Station: Hanoi and three project provinces of Thua Thien Hue, Quang Nam, and Binh Dinh
  • Duration of Assignment: Full-time job for one year with the possibility to extension
  • Starting date: As soon as possible
  • Salary: Competitive

Requirements:

  • Academic background: University degree in medical science, or other related fields. Post university degree is an advantage. University background related to physical therapy/rehabilitation preferred;
  • At least five years working experience in projects supporting vulnerable group related work preferably with disability, NGO experience is a plus;
  • Strong interpersonal, communication (both written and verbal) and organizational skills;
  • Proficient oral and written English;
  • Ability to work under a flexible schedule;
  • Good understanding of the health system and rehabilitation service provision in Vietnam preferred;
  • Strong experience in developing health research preferred;
  • Good computer skills and statistic software.

Main responsibilities

To assist Project Director and Deputy Director in planning, implementing, monitoring and evaluation of the project activities, more specifically for policy advocacy and information sharing.

Scope of work

  • Closely work with Project Director, Deputy Director and other Senior Project Officers/ Project Officers (POs) to prepare annual work plans and detailed implementation plan for the project;
  • Ensure program implementation according to the annual work plans and targets set by the Project;
  • Assist in preparing different kinds of reports as required;
  • Conduct field visits to monitor, supervise and evaluate activities;
  • Take lead in organizing meetings, trainings, and workshops on health policies/regulations;
  • Ensure that all the necessary financial documentation of project activities are complete and in accordance with financial management systems;
  • Support M&E Officer where required;
  • Provide translation and interpretation upon request;
  • Contribute to the preparation and update of the Operations Manual of the Project;
  • Other necessary duties as required.
