MEAL Officer (MO)

The Opportunity

MEAL Officer (MO) is responsible for monitoring and measuring the project’s outputs, outcomes and impacts according to the agreed indicators; facilitating capturing lessons learned in the implementation of project activities; ensuring lessons learned are integrated in project development, contributing in monitoring the accountability mechanism to gather feedback from beneficiaries and partners concerning their views about the project.

Additionally, this position is also in charge of implementing project activities in Hai Phong and to ensure effective, efficient and cost-sensitive operations of the Scaling Up Nutrition (SUN) Movement Pooled Fund Project in Hai Phong.

Key Responsibilities

1. Monitoring, Evaluation, Accountality and Learning (MEAL)

For the SUN Movement Pooled Fund project:

  • Work with Project Coordinator, MEAL team and relevant partners to develop MEAL tools/approaches for the project in line with SCI quality framework.
  • Monitor project activities and ensure they are implemented in accordance with workplan, quality benchmarks, and logframes of the project.
  • Manage, analyze project data, and provide recommendations to ensure project progress
  • Undertake field visits to monitor project progress and activities, ensure that MEAL activities are undertaken as planned
  • Work with relevant partners, consultants or/and SCI staff to implement baseline and endline surveys of the project
  • Provide MEAL inputs and regular reports of project including the key performance indicators (KPI).
  • Provide technical support to SCI and local partners’ staff regarding MEAL activities
  • Maintain database, records for case studies, photos and other data for project planning and documentation;
  • Work with project coordinator, relevant partners and stakeholders to develop case studies and other project materials;
  • Collate reports from local project partners and assist Project Coordinator to prepare the regular internal and donor reports as well as project updates for submission to senior managers.
  • Work closely with project team to ensure all project staff, including partner staff, fully understand and promote accountability in general and to children and youth in particular, through training and coaching.
  • Support Accountability Focal Point in reporting and investigating complaints and feedback when needed.
  • Based on analysis of complaints, make appropriate recommendations to line manager.
  • Coordinate with project staff to ensure that lessons learned and best practices are properly documented and are incorporated into program implementation and design.
  • Participate in designing and implementation of studies, assessments, research and learning in co-ordination and cooperation with program staff.
  • Promote learning throughout the H&N program, particularly on issues of program quality, policy analysis and advocacy.

For the Health & Nutrition Program:

  • Work with MEAL and H&N team to develop tools, collect MEAL data regularly as required
  • Provide MEAL reports to project coordinator, H&N Program Manager and CO on regular basic
  • Participate and provide inputs for developing logframes of new proposals under the H&N program.

2. Project management (planning, implementation and monitoring)

  • Build and develop partnership with local patners in Hai Phong, including Hai Phong Labor Union, Hai Phong DOH and Hai Phong Industry zone's Labor Union, etc.
  • Work with Project Coordinator and local partners in Hai Phong to develop and review monthly, quarterly and annual implementation plans
  • Provide technical support to project activities to ensure that project activities are implemented in high quality and effectively
  • Ensure project partners follow key project policies including Child Safeguarding, Fraud, Code of Conduct, Anti-Harassment and Financial regulations
  • Coordinate all logistical issues for visits, project activities and other related tasks.
  • Participate in project meetings regularly with partners.

3. Finance Management and Budget control

Work with partners to develop sub-grant agreements, action plan and budget details

Support Project Coordinator to prepare monthly cash forecast, quarterly financial report, advance requests and expense claim as well as monitor partners’ budget, burn rate, and advise of any anticipated problems

Collaborate with finance team to provide financial orientation/training for local partners

Comply with SCI and donor requirements on expenditures and provide support to partners on compliance;

Collaborate with finance team to conduct financial visits
