FHI 360 is an international non-governmental organization that, in Vietnam, promotes the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. It works with the Vietnam Ministry of Health and other national bodies, as well as provincial and district-level health services to achieve project aims. FHI 360 is currently implementing programs to address HIV prevention, testing, and treatment, TB case finding and treatment, clinical research, anti-microbial resistance, health system strengthening, maternal and child health and nutrition, diagnostics and laboratory services.

We are currently seeking a qualified and highly motivated Vietnamese national candidate to serve as Technical Coordinator, Social Health Insurance (SHI) for the Tuberculosis (TB) component under the USAID Sustainable HIV and TB Responses From Technical Assistance (USAID SHIFT) project, based in Hanoi.

Position description:

The Technical Coordinator, SHI will serve as key technical staff supporting the FHI 360 Vietnam country program in activating SHI covered TB services. S/he will be responsible for coordinating the implementation of government-mandated HI coverage for TB patients. Under the leadership of the Chief of Party and the TB Technical Manager, the Technical Coordinator, SHI will support efforts to transition financial and technical ownership of quality TB services to GVN via social health insurance and local TA provider network mechanisms.

Main responsibilities:

  • Provide technical input on key steps for SHI preparation and rollout
  • Monitor SHI integration and develop user-friendly tools and SOPs.
  • Monitor the SHI implementation for TB in the supported sites. Support to enable all health facilities eligible to perform SHI covered TB services, including tuberculosis drugs. Refine the SOP on SHI implementation to form a structured TA tool and track the performance of all health facilities
  • Facilitate national, provincial advocacy workshops to enable supportive SHI policies and regulations.
  • Disseminate the updated policies on SHI and facilitating technical discussion and application of newly issued policies and guidance.
  • Support health facilities on policy compliance, promotion of SHI coverage and use, which could include the development of job aids for relevant personnel and hands-on technical assistance.
  • Maximize the SHI coverage and develop educational materials on SHI coverage for TB including how to enroll in SHI and maintain uninterrupted coverage
  • Act as the point of contact to communicate and collaborate with the Ministry of Health Department of Health Insurance and National TB Program (NTP), other partners and supported provinces on SHI related activities such as exploring the new policies, directions on SHI, providing technical inputs, and facilitating use of the data
  • Build partnerships with GVN agencies to improve the policy environment for SHI
  • Provide technical inputs on SHI/TB in the development of annual workplans, reports, and other project documents
  • Performs other relevant duties as requested.

Experience and abilities for the position:

  • Degrees in Medicine, Public Health, or a related discipline
  • At least 5-8 years of experience in international development projects in Vietnam, preferably experience in SHI implementation for health and TB projects;
  • Intense understanding of the health system in Vietnam, especially the social health insurance field, and the integration of donor-supported programs into national and provincial responses.
  • Strong leadership and interpersonal skills.
  • Demonstrated ability to build and maintain relationships with a wide array of organizations
  • Ability to manage projects, set realistic priorities, and plan for the successful implementation of programs
  • Well-developed written and oral communication skills in both Vietnamese and English;
  • Computer literate with strong skills in use of MS office package (Word, Excel, and PowerPoint...)
  • Ability to travel as necessary
