PROJECT MONITORING CONSULTANT

The Project Management Unit (PMU) under the Department of Climate Change (DCC), Ministry of Natural Resources and Environment (MONRE) is responsible for implementing all ODS phase-out activities stipulated in the Vietnam National HCFC Phase-out Management Plan, Stage II (HPMP II) as agreed by Government of Vietnam and the Executive Committee (ExCom) of the Multilateral Fund. This involves: (a) assisting the National Ozone Unit (NOU) to formulate policy and regulatory measures to support sustainable phase-out of HCFCs in accordance with the phase-out schedule stipulated in the approved HPMP; (b) assisting HCFC consuming enterprises and other eligible entities in Vietnam to convert to non-HCFC technologies in an effective and transparent manner; (c) reviewing and approving project concepts and proposals for HCFC phase-out activities submitted by eligible enterprises in accordance with procedures agreed by MONRE and the Bank; (d) monitoring implementation of all activities financed under the HPMP II and also fulfilling reporting requirements of the ExCom, DCC, MONRE, and the World Bank.

Vietnam HCFC Phase - out management Plan Stage II Project (HPMPII) is looking for the national consultant for position of Project Monitoring Consultant to assist the Project Management Unit (PMU) in the implementation and monitoring of the HPMP II Project: (i) Environmental and social supervision of the Project Implementation; (ii) Reviewing and monitoring participating enterprises’ Environmental Management Plan, and also the supervision of the implementation of the sub-project environmental management plans; (iii) Preparing environmental monitoring report periodically; (iv) Monitoring the implementation status, (v) participating in on-site investigation and review if required; (vi) other assignments.
