Position Description

Position Title: Program Officer on Promoting Women in Politics
One year with a possibility of extension contract
Based in Hanoi

Union Aid Abroad-APHEDA is the global justice organisation of the Australian trade union movement. We work globally in partnership for the achievement of dignity at work, social justice, economic equality and the realisation of human rights. We work to achieve this through strong unions and social movements, sustainable development programs, global solidarity, and support at times of crisis.

Union Aid Abroad APHEDA in partnership with Irish Aid and the Australian Government is implementing a project titled: “Promoting Gender Equality in Political Decision Making in Vietnam. Promoting female candidates and deputies in local and provincial elections. The project is aimed at improving the status of women in Vietnam and strengthening women’s rights to equality through increasing the representation of women in politics.

OVERALL RESPONSIBILITY

The Program Officer will be responsible to assist the implementation of Promoting Gender Equality in Political Decision Making in Vietnam project;

SPECIFIC RESPONSIBILITIES

The Program Officer in liaison with the Country Representative and Mekong Region Organiser is responsible for the following areas:

  1. Project implementation

  2. Technical support for gender and gender equality

  3. Advocacy and Communication

  4. Interpreting and Translation

  5. Partner Liaison

  6. Office

Responsibilities should be carried out in line with relevant APHEDA policies and procedures.

In undertaking these responsibilities, the Program Officer has freely available to them the support and guidance of the Country Representative and Mekong Region Organiser.

Key tasks for the position will include:

A. Project implementation:

  • Be familiar with the Union Aid Abroad APHEDA project cycle management guidelines and related tools and templates.

  • Implement project activities.

  • Conduct participatory meetings with stakeholders, partners.

  • Prepare technical report (monthly, six month and annual) according to reporting format to ensure message and information consistency a across all reporting and match with project objectives update indicators, achievements, activities and results according to the project framework manage the statistical outcomes of the project.

  • Participate in evaluating the project’s activities periodically.

  • Organize and participate in the external project evaluation on project impact.

  • Be familiar with the Project documentation including project contracts, submissions and activity plans related to the project Promoting Gender Equality in Political Decision Making in Vietnam.

  • Facilitate regular assessments and report on gender, disability and ethnic diversity inclusion for the project, in line with Union Aid Abroad APHEDA’s commitment to transparent and inclusive programming.

  • Assist Country Representative and Experts to develop implementation plans, monitoring and evaluation system and reports.

  • Provided and/or coordinate technical assistance and support to partners, counterpart staff and advisors as required.

B. Technical support for gender and gender equality

  • Ensure quality, coherence and alignment of gender related work in program implementation and management, with particular focus on promoting Union Aid Abroad APHEDA’s program priorities to promote women’s rights and empower women’s movement.

  • Provide technical guidance on gender, based on knowledge, experience and analysis, for both current projects and future programming.

  • Participate in relevant INGO and government dialogue related to gender, to share lessons learnt and promote gender equality.

C. Advocacy and communication

  • Support in reviewing the advocacy plan to identify different approaches to achieve project objectives.

  • Produce press releases, articles and media channels on project activities and their impact in Viet Nam.

  • Ensure quality of content of the project to public on website and social media channels.

  • Develop content, texts, information materials and products promoting the image of the project including photo, video clip, training materials … for the media and for publication.

  • Monitor and evaluate media coverage on relevant topic in the country and the region.

D. Interpreting and Translation

  • Assist with the provision of interpretation (Vietnamese-English) for the Regional manager and visiting technical advisors/trainers as required and time permits.

  • Assist with written translation of project documents as required.

  • Assist with and/or arrange interpretation for expatriate advisors.

E. Partner liaison

  • Establish and maintain good working relations with other institutions involved in the projects. This should include regular contract with GOV partners and authorities.

  • Assist in the development, maintenance and strengthening of relations with other agencies working in the same geographic or technical areas.

F. Support Services

  • Assist for regularly updating news collected Mass Media and from other information sources related to the project and office and file in the relevant folder.

  • Assist the Country Representative to organize meetings and workshops.

  • Assist the Country Representative to conduct regular due diligence and program quality and compliance tasks – such as partner capacity assessments, risk assessments, child protection and other assessments aimed at strengthening program quality and integrity.

  • Advise Mekong Region Organiser and other foreign expatriates on cultural matters as needed.

  • Any other duties as reasonable requested by Country Representative and Mekong Region Organiser and in line with organizational priorities.

Selection criteria:

  • University graduate in Social Sciences or related fields; Post-graduate degree is an advantage

  • A minimum of 3 years’ relevant work experiences in project leadership

  • A minimum of 3 year’s relevant work in gender equality or women’s rights or women’s movements.

  • Experience in resource mobilization and capacity building for Vietnamese local partners

  • Fluency in English and Vietnamese, both verbally and in writing reports

  • Computer literate and ability to use Word, PowerPoint, Excel

  • Ability to work with minimum supervision, exercise judgment, meet deadlines

  • Good communication skills

  • Team work and networking skills

  • Ability to travel frequently to project sites.

  • Understanding of child protection and ability to contribute to a child-safe organisation.

  • Demonstrated commitment to union values – fairness, compassion, equity and the dignity of workers – alongside a dedication to and good understanding of labour movement and social movement dynamics, including trade union development.

Reports to:

Union Aid Abroad APHEDA - Country Representative and in their absence, the Union Aid Abroad Mekong Region Organiser.

Functional relationships: This position will work closely with small team of the office and coordinate activities with partners of Women’s Union, People’s Council and other related offices

Other terms:

  • Union Aid Abroad – APHEDA is committed to children protection and to sexual abuse and exploitation prevention. Selected candidate will be required to provide a criminal record check prior to commencement of employment for each country in which the candidate has lived for 12 months or longer over the last 5 years and for each of the candidate’s countries of citizenship. The selected candidate will also be asked to sign Union Aid Abroad – APHEDA Code of Conduct and Child Protection Code of Conduct (attached)

  • This position will be based in Hanoi and will involve in travel to the project site within Vietnam, update to 3-5 days per months.

  • Terms and conditions of employment are as per the Union Aid Abroad-APHEDA Enterprise agreement and involve family friendly and flexible positions.

  • The salary for this position is <USD15,000 – USD16,000> (gross),
