THE OPPORTUNITY - LGBT Project Officer

The Project Officer (PO) of the LGBT project in Southern region works under the guidance and supervision of the Project Manager, Program Manager, Southern Area Manager and in close coordination with partners to ensure effective, efficient and cost-sensitive operations of the “LGBT youth and children have access to education, health and social services” project in the assigned geographical locations.

The PO will assist to ensure that Save the Children Vietnam activities are consistent with SCI and Members’ programming principles and approaches, draw on good practices and lessons learned, enable children to attain their rights and are compliant with donor regulations.

KEY RESPONSIBILITIES

I. The CRG LGBT project planning and implementation:

• Provide support of the project activities related to subgrant with local partner in Hochiminh City for the target LGBT community and local partners: in developing their respective Detailed Implementation Plan; in implementing the activities, with adequate consultation and participation of team members and other key stakeholders at all stages of the activity’s implementation
• Provide support and supervision to project partners on field directly and regularly; to ensure quality, participatory, effective, efficient and cost-sensitive planning and implementation, monitoring/reviewing, reporting and evaluation processes of the project’s activities in the project areas, with and by partners
• Support local partners to review and revise the Detailed Implementation Plan as necessary during the project implementation through regular periodical meetings to assess progress; agree on; and communicate any changes with the local project’s stakeholders
• Support local partners to conduct advocacy effort promote an inclusive civil society and empower it to create opportunities for LGBT groups to exercise their fundamental rights and actively participate in sustainable development;
• Take responsible to follow-up and accelerate the project activities in responsible area

II. Project financial management

• Ensure the effective and efficient use of all Save the Children resources in order to keep cost-efficiency of the actions,
• Ensure the compliance with the financial policy and as per SoD
• Responsible for support Project Manager to manage the sub-grant of Hochiminh University of Social Science and Humanity and monitor partner’ budget, burn rate, and advise Project Manager of any anticipated problems
• Support partners in budget management to ensure efficient utilization and timely accountability of funds and other resources allocated in accordance with grant conditions
• Prepare monthly cash projection, advance requests and expense claim
• Comply with SCI and donor’s requirements on expenditures; provide support to partners on compliance.

III. Monitoring and evaluation

• Collaborate with CO MEAL officer in activities related to MEAL aspects      
• Support Project Manager to develop a system for capturing, documenting and disseminating project experiences, achievements, lesson learnt and best practice to stakeholders while maintaining project records for accountability purposes;
• Collect data and preparing and submitting quality and timely project reports to Project Manager for report consolidation as per donor’s requirements and the project monitoring & evaluation plan
• Monitor project activities conducted by partners to ensure project activities implemented as per work-plan
• Collect and submit monthly reports that compile the numbers trained and numbers reached in each project sites, achievements, challenges and lessons learned.
• Participate in, support and prepare logistics for research, surveys and other monitoring and/or evaluation activities in all project sites as needed.
• Propose solutions to address assessed needs and adjust implementation approaches to attain or maintain the highest quality based on assessment and ongoing monitoring and evaluation.
• Provide input into reports as requested by the Project Manager in a timely manner.
• Interview training participants and the beneficiaries to prepare stories and/or activity reports and photos to show progress, lessons and challenges on a quarterly basis.
• Build local partner capacity by planning and coordinating the implementation of projects activities, identifying training needs, developing training plans and providing training to develop needed capacity

IV. Contribution to CRG programme development

• Coordinate with other CRG and Child Protection (CP) projects in Southern region.
• Actively participate in, and provide inputs to, developing new concept notes/proposals and program strategies;
• Be updated on and follow recent and cutting-edge developments in the international and national community in regards to CRG.
• Collaborate with CRG team as well as partners to develop and disseminate appropriate promotional and dissemination of information and materials;
• Coordination, representation, advocacy and networking
• Support national level project activities, including advocacy and coordination;
• Serve as the main contact to represent the Project in participating provinces and maintain effective links with local partners at all levels to facilitate implementation, sustainability and scalability of the project;
• Maintain effective collaborations with other partners and organizations and related projects in the same provinces for better integration and coordination;

The job duties and responsibilities as set out above are not exhaustive and the post holder may be required to carry out additional duties within reasonableness of their level of skills and experience, including adjustment on job description.

QUALIFICATIONS 

• University degree in community development, social development or related field

EXPERIENCE AND SKILLS

Essential

• Minimum 2 years of project management experience, preferably knowledge about SOGIESC, youth employment and experience working with LGBT youth community;
• Experience of working with local government and CSO partners;
• Excellent English and Vietnamese, both written and verbal;
• Good communication skills and a positive attitude to team work;
• Good organisational skills, including time management, ability to meet deadlines and work under pressure;
• Solid experience in knowledge/experience of effective budget monitoring;
• Fair experience writing/ preparing donor reports;
• Commitment to and understanding of Save the Children’s aims, values and principles

Desirable

• Acceptable for staying at field
• Familiarity with Southern Region and Mekong Delta.
• Have a very high level of personal and professional integrity and trustworthiness;
• Be both self-confident and humble;
• Thrive in a fast-paced and fun environment.
