FHI 360 is an international non-governmental organization that, in Vietnam, promotes the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. It works with the Vietnam Ministry of Health and other national bodies, as well as provincial and district-level health services to achieve project aims. FHI 360 is currently implementing programs to address HIV prevention, testing, and treatment, TB case finding and treatment, clinical research, anti-microbial resistance, health system strengthening, combatting trafficking in persons, non-communicable diseases, maternal and child health and nutrition, diagnostics and laboratory services.
We are currently seeking a qualified and highly motivated Vietnamese national candidate to serve as Senior Technical Officer, Social Health Insurance for the USAID Support to End Tuberculosis (TB) project, based in Hanoi.
Position description:
The Senior Technical Officer, Social Health Insurance (SHI STO) will serve as the technical staff supporting the activation of SHI covered TB services. Under the supervision of the Technical Coordinator for SHI and the project leadership, s/he will provide technical expertise and support in the implementation of government-mandated health insurance coverage for TB patients. The SHI STO will support efforts to advance local ownership of the TB response in priority provinces, by assisting sub-national governments to transition from donor to domestic financing using social health insurance.
Main responsibilities:
- Provide technical input on key activities for SHI/TB activation and for the development of annual workplans, reports, and other project documents
- Monitor the SHI implementation for TB in the assigned supported sites. Support to enable all health facilities eligible to perform SHI covered TB services, including tuberculosis drugs.
- Assist and participate in knowledge exchange among sites, SHI working groups to share site-level monitoring tools and dashboard data, to report on trends at the site level, and coordinate with national SHI TA partners to facilitate provincial dialogue as needed.
- Support the facilitation of national and provincial advocacy workshops to enable supportive SHI policies and regulations.
- Contribute to developing the SOPs, educational materials on SHI coverage for TB
- Provide technical assistance and training to site staff on site consolidation, drug and commodity quantification and national guideline implementation
- Collaborate with the Ministry of Health Department of Health Insurance and National TB Program (NTP), other partners and supported provinces on SHI related activities
- Performs other relevant duties as requested.
Experience and abilities for the position:
- Degrees in Medicine, Public Health, Social Work, Business Administration or a related discipline
- At least 5 years of experience in international development projects in Vietnam, preferably experience in SHI implementation for health projects;
- Understanding of the health system in Vietnam, especially the social health insurance field, and the integration of donor-supported programs into national and provincial responses.
- Demonstrated ability to build and maintain relationships with a wide array of organizations
- Well-developed written and oral communication skills in both Vietnamese and English;
- Computer literate with strong skills in use of MS office package (Word, Excel, and PowerPoint...)
- Ability to travel as necessary
