National consultant to develop TLD supply plan for 2022 – 2023

I. Background

The global LHSS project helps low- and middle-income countries transition to sustainable, self-funded health finance systems that support high-performing overall health systems. The LHSS activity in Vietnam will work with the Government of Vietnam (GVN) to advance greater local ownership of HIV and TB prevention and control. Led by Abt Associates, the four-year activity will support Vietnam in increasing its domestic financing for HIV and TB services in the context of declining donor funding, in using government resources more efficiently, and in assuming local ownership of HIV and TB prevention and control activities. Specific objectives are: (1) Support the GVN to strengthen its public financial management systems for public sector health and find greater efficiencies in social health insurance (SHI), (2) Increase and improve the efficiency of domestic financing of HIV prevention and treatment services; (3) Strengthen the capacity of Vietnam’s supply chain management system; and (4) Integrate TB services into SHI.

Followed by WHO recommendation on ART optimization for people living with HIV/AIDS, on November 20th 2019, the Vietnamese Ministry of Health issued ARV treatment guideline which included Tenofovir/Lamivudine/Dolutegravir (TLD) as the prioritized first-line drug. To ensure a continuous TLD treatment to HIV patients nationwide, LHSS Vietnam will mobilize a senior expert to develop a national sustainable TLD supply plan in 2020-2023 in line with VAAC’s ARV five-year plan to ensure a continuous TLD treatment to HIV patients nationwide.

II. Objectives and tasks of the assignment

a. Objective

To work closely with VAAC to conduct a review of TLD transition in Viet Nam, analyze procurement and supply situation and develop a national TLD supply plan for 2022 – 2023.

b. Tasks

  • Conduct the review of TLD provision for HIV treatment in Vietnam, including related policies and VAAC TLD transition plan.

  • Analyze the situation of TLD provision in Vietnam, from procurement to provision through SHI to HIV patients – achievements and challenges.

  • Develop a national TLD supply plan for 2022- 2023 in line with the VAAC’s existing ARV five-year plan which will be approved by the VAAC leader. Propose solutions, recommendations, and risk mitigation plan to ensure the uninterrupted supply chain of TLD in Vietnam.

IV. Management of this assignment

All deliverables must be reviewed and approved by the LHSS, VAAC, and USAID. The consultant will work closely with the Viet Nam Authority of HIV/AIDS Control, the National Centralized Drug Procurement Center, and relevant agencies as needed.

V. Location and Timing

5.1. Location

The work will be carried out in Hanoi.

5.2. Timing

The assignment is planned for the period from August 16th, 2021 through September 30th 2021, with a total of up to 30 working days

VI. Requirements

  • A graduated degree in public health, pharmacy, or relevant disciplines, or a higher degree is preferable.

  • More than seven years working with the National HIV/AIDS program.

  • Strong knowledge of HIV/AIDS treatment and Social Health Insurance scheme

  • Good understanding of drug supply management, and procurement through the domestic fund.

  • Good understanding of the Vietnamese pharmaceutical market.

  • Demonstrate ability to work effectively with government agencies, including the MOH/VAAC.

  • Language requirement: English.
