The project is looking for a Monitoring and Evaluation (M&E) Project Officer, to provide the support on the implementation of sustainable health information systems for the PATH/Digital Square project in Vietnam. This position will involve in the M&E activities of Digital Square project as well as providing the technical assistant and support for the development and testing of current developing health information systems.

Responsibilities:

  • Serves as expert in M&E and provides overall M&E technical assistance and guidance in designing and implementing project specific monitoring and evaluation plans including performance monitoring plans (PMP) and ensuring quality reports and timely reporting.
  • Supports projects in operations research and ensures that PATH policies and procedures in conducting research are followed.
  • Supports development of M&E framework for proposals for projects.
  • Ensure the implementation of M&E plan and monitor progress of implementation activities.
  • Work on identifying project targets and monitor the progress.
  • Provide the recommendation on the functionalities of Program Quality Monitoring Dashboard (PQM) dashboard and
  • Community Health Information System (Community HIS) in Ho Chi Minh
  • Support the Digital Square team and its IT Contractor to work with Ho Chi Minh Center for Disease Control (HCDC) on analyzing data for PQM dashboard.
  • Assist Digital Square team to define the formulation and validation of data to apply in the PQM.
  • Provide technical advice for software development team to understand the formulation of indicators and data.
  • Participate in project assessment and evaluation activities.
  • Support for data analysis, visualization and use that serve reporting, experience-sharing and disseminating good results of the projects.
  • Provide the testing of PQM to ensure the accurateness of system and data.
  • Work with Digital Square team and HCDC to build capacity in quality data management.
    Organize the workshops/ trainings for HIV health worker on applying PQM in quality data management in Ho Chi Minh, Dong Nai, Tien Giang and Tay Ninh.
  • Development and implementation of data quality monitoring tool, data dictionary and archiving data from different sources.

Required skills and experience:

  • University degree in public health, demography, statistics, mathematics or related field. Master degree is an advantage.
  • At least 7 years of working experience in monitoring and evaluating field.
  • Practical experience of participatory approaches, strategic planning, M&E work.
  • Firm command of the M&E issues with respect to improvements in quality health service and support programs.
  • Ability to work closely as a team and network with a wide range of stakeholders.
  • Excellent skills in facilitation, and coordination.
  • Strong technical skills, including ability to process and analyze data using one or more statistical software packages, including at least one of the following: SPSS, Epi-Info, Stata, MS Access.
  • Ability to coach, mentor and develop technical capacity in regional and national programs and technical staff.
  • Ability to read, write and speak in English.
  • Experience and understanding of the USAID reporting systems.

Must have legal authorization to work in Vietnam.
