In collaboration with the Ministry of Health (MOH), the National Expanded Program on Immunization (NEPI), regional EPIs and other partners supporting vaccination activities, PATH will work with provincial EPIs in rural or underserved provinces or where ethnic minorities and other vulnerable groups are present to support for COVID 19 vaccination campaigns.

In each selected province, PATH will provide technical assistance to the provincial EPIs on microplanning and strategic implementation of COVID-19 vaccine rollout. PATH will also support in immunization technical and capacity development assistance aligned closely with GVN priorities and protocols. Therefore, PATH will coordinate with not only provincial Department of Health, provincial EPIs, district health centers, and commune health centers, but also the military forces at the province and district level together with the central and local authority’s resource mobilization and multi-sectoral approach for COVID-19 deployment.

PATH seeks a Program Officer who supports the project team to provide technical assistant to the provincial EPIs on microplanning and strategic implementation of COVID-19 vaccine rollout in the selected provinces. This position will work closely with the PATH Vaccine and Immunization team in Vietnam, government, and local authorities to develop microplanning and strategic implementation, provide technical support for the TOT and cascade trainings for provincial, district and commune health workers. This position will report to the Vaccine and Immunization Team Lead.

Responsibilities:

  • Provide support to collect existing training documents and materials for health workers regarding to the COVID-19 vaccine deployment and revise/update training curriculum as needed.
  • Work closely with the project team to introduce the eLearning platform and vaccine deployment courses to project provinces, work closely with partners to conduct TOT and cascade trainings and introduce e-learning program.
  • Provide support to develop a provincial model package of interventions and support for COVID-19 vaccination campaigns in selected provinces
  • Take lead in monitoring and supportive supervision to ensure quality of vaccination campaigns in selected provinces
  • Monitor data capturing and provide support to health workers ensure data quality and data use
  • Participate in preparation of donor reports/presentations.
  • Participate in development of workplan and project budget
  • Other tasks as required

Required Experiences and Skills:

  • University or bachelor degree with minimum 3 years of job-related experience in public health, health sciences, medicine, and vaccines and immunization;
  • Good understanding of the health system and national expanded immunization program in Vietnam;
  • Strong interest in public health, medicine, and vaccines and immunization;
  • Excellent organizational skills and ability to successfully manage competing priorities and meet deadlines;
  • Capacity to work independently and collaboratively with teamwork environment with solid interpersonal and verbal communication skills;
  • Excellent judgment, strategic thinker, strong initiative;
  • Strong oral and written proficiencies in Vietnamese and English;
  • Solid knowledge of Microsoft Office Suite (Excel, Word, PowerPoint, Outlook);
