FHI 360 is an international non-governmental organization that, in Vietnam, promotes the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. It works with the Vietnam Ministry of Health and other national bodies, as well as provincial and district-level health services to achieve project aims. FHI 360 is currently implementing programs to address HIV prevention, testing, and treatment; combatting trafficking in persons; tuberculosis case finding and treatment; clinical research; anti-microbial resistance; health system strengthening; non-communicable diseases; maternal and child health and nutrition; and diagnostic and laboratory services.

The Meeting Targets and Maintaining Epidemic Control (EpiC) project is a five-year, global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the United States Agency for International Development (USAID). EpiC Vietnam’s goal is to deliver efficient, affordable, results-based technical assistance and direct services in HIV and COVID-19. EpiC is seeking a qualified and motivated Vietnamese candidate to serve as a either a Technical Specialist or Technical Advisor for Sustainability & Partnerships based in Hanoi. Final title will be based on professional experience and education.

Main responsibilities:

Government Relations and Advocacy (40%)

  • Work with Government of Vietnam (GVN) at national and subnational levels and other stakeholders to enhance local ownership of for the financial and technical management of HIV services
  • Serve as a central focal point for EpiC team when liaising with national GVN agencies
  • Build and maintain effective partnerships with GVN officials at all levels of government
  • Serve as a central focal point on social contracting, social health insurance (SHI), and other technical areas related to health system strengthening
  • Generate enthusiasm for emerging global best practices in HIV service delivery at the national and sub-national level; advocate for updates to relevant policy frameworks

Technical Assistance (40%)

  • Entrench telehealth, decentralized drug distribution, and other innovations at the subnational level
  • Foster connections between community-based organizations and government authorities to support social contracting, telemedicine, decentralized drug distribution and other innovations
  • Provide technical assistance and advocacy to ensure EpiC-supported sites remain eligible to provide SHI-funded viral load testing, antiretroviral drugs, and basic HIV services
  • Oversee deliverables in provincial subcontracts
  • Train provinces and site staff on existing and evolving policy for HIV services (non-clinical)
  • Ensure sites can report accurate information into national reimbursement platforms

Knowledge Management (20%)

  • Track capacity improvements and document best practices for national and international audiences
  • Contribute to project reporting efforts and respond to ad hoc requests from the donor
  • Perform other relevant duties as assigned

Experience and abilities for the position:

  • A Master’s degree in public health, public administration, management, or a related field, and/or commensurate level of expertise and management.
  • Minimum of 8 years of experience in public health or a related field, with demonstrated capabilities in developing policies, building cross-sector partnerships, managing complex programs, strategic planning, and capacity building.
  • Thorough understanding of Vietnamese government policies, regulations and processes
  • Experience with USAID and PEPFAR programs and requirements desired.
  • Well-developed written and oral communication skills in both Vietnamese and English.
  • Ability to travel as necessary.
