1. Nature of the Consultancy

Since 2019, IOM has carried out a behaviour change communication campaign, concentrating on the message “Think Before You Go” (through  Facebook page “Think Before You Go”) delivered by local community advocacy groups (CAGs), through community outreach events, including online social media and mass media coverage. The campaign, developed based on up-to-date research, aims to counteract ‘mis’ information about overseas migration, peddled by smugglers and traffickers, by providing accurate information about safe and regular labour migration opportunities promoted by the Vietnamese Government.

In order to adapt the messaging and tools to the local situation especially in the context of vulnerabilities caused by COVID-19 and impacts on local livelihoods, IOM will continue working with the Government of Viet Nam and key partners to ensure an enabling environment for young people to make an informed decision on their future prospects, under the Tackling Modern Slavery in Viet Nam (TMSV) project.

The Consultant(s) will be responsible for conducting a series of capacity building activities on behaviour change communications (BCC) for government and local partners, especially Community Advocacy Groups (CAGs) in three targeted provinces (Nghe An, Ha Tinh and Quang Binh). The activities will contribute to promote safe migration and prevent human trafficking from Viet Nam to the United Kingdom.

2. Objectives

The Consultant(s) will train the CAGs in the target locations on the application of appropriate tools to implement BCC activities for promotion of safe migration and prevention of human trafficking. The trained CAGs are expected to organize a series of public communication events, primarily on social media and mass media channels, to influence local residents’ behaviour and attitude towards irregular migration and encourage young aspirant migrants to invest in the future they want through vocational and educational opportunities that better prepare them for employment opportunities domestically and internationally.

3. IOM Project to which the Consultancy is contributing

Tackling Modern Slavery from Viet Nam (TMSV): Enhancing Behaviour Change Communication and Assistance Services.

4. Tasks to be performed under this contract

The consultant will coordinate with the IOM project team and local implementing partners to finalise BCC toolkits, developing training curriculum on behaviour change communication and facilitate Training of Trainers (TOT) workshops for CAGs.

Specific tasks include:

Finalisation of the handbook on game-based and interactive learning activities to promote safe migration and prevent human trafficking

  • In coordination with IOM, consult with relevant stakeholders especially those at target locations to review and revise the draft handbook developed in the previous phase of TMSV project, including Vietnamese translation.
  • Organise at least one workshop to experiment the practicality and usage of the handbook.
  • Based on consultation and experimenting workshops, finalise the material and prepare three training of trainers (TOT) workshop for CAGs on how to use the handbook.  
  • Deliver three (3) training of trainers (TOT) workshops.
  • Evaluate the training and write a report with analysis of the pre and post test scores and evaluation of the training as required.

Capacity building for CAGs to deliver BCC content and products by utilising social media and mass media channels  

  • Review and understand the social context of each target locations on how local people utilise social media and mass media channels to approach migration opportunities, so that to develop a training curriculum for CAGs on how to use social media and mass media channels to conduct a BCC campaign.
  • Deliver at least three (3) training workshops for CAGs.
  • Evaluate the training and write a report with analysis of the pre and post test scores and evaluation of the training as required.

5. Tangible and measurable outputs of the assignment

  • Finalised a ready-to-use handbook on game-based and interactive learning activities to promote safe migration and prevent human trafficking
  • Finalised TOT training curriculum and materials
  • Six training workshops for CAGs at three target provinces facilitated
  • Two separate reports evaluating the results of three TOT training workshop and three training workshops for CAGs

8. Required competency and experience

  • Extensive experience with communications for development (C4D) and communications via social media and mass media channels;
  • Experience with projects with international elements related to migration issues and trafficking in persons;
  • Possession of a postgraduate degree (Master or above) in Communications or Social Work is an advantage;
  • Excellent skills in conducting training for different groups of different levels of knowledge;
  • Excellent communication and interaction skills;
  • Capable to work effectively with people from varied cultures and backgrounds;
  • Able to offer different options to solve problems to meet partner’s needs;
  • Able to accomplish required tasks within set timeframe.
