STATEMENT OF WORK
OVERVIEW:
Title: Occupational Health and Safety Expert
Period of Performance: approximately 5 months, starting in November 2021
Level of Effort: Part-Time
Location: Ho Chi Minh city
BACKGROUND
VF Corporation is an American apparel and footwear company that works with over 100 Vietnamese factories as part of its supply chain. As a company with a global footprint, VF Corporation is committed to the health and well-being of its associates around the world, especially in the face of the COVID-19 pandemic. As Vietnam begins to ease restrictions on individuals and businesses, VF Corporation sees a critical need to support the factories in its supply chain to re-open and operate safely and in compliance with COVID-19 best practices.
To do this, VF Corporation has contracted DAI to design and implement a rapid response program that includes four key activities:
- Develop Standards of Practice (SOPs) for self-testing and safe reopening of factories that align with guidance from the Vietnam Ministry of Health and Vietnam National Institute of Occupational Safety and Health and global best practices;
- Train relevant factory staff on the SOPs to ensure clinic staff and workers understand the procedures;
- Develop health promotion materials that focus on knowledge and behaviors around transmission, testing, vaccination, and isolation; and
- Procure and distribute critical PPE and testing kits to factories, as determined by the VF Corporation and the factories’ individual needs.
TASKS:
DAI is seeking an experienced Occupational Health and Safety Expert to provide technical expertise in the development of SOPs and health promotional materials.
The Occupational Health and Safety Expert will report to the Team Lead. Tasks will include:
- Meet with factory management and clinic staff to understand their re-opening plans and existing protocols;
- Develop SOPs for self-isolation, social distancing, and other behaviors per the requirements of the Vietnamese government and global best practices (incumbent will have access to similar SOPs developed for client factories in other locales);
- Develop and deliver training for key factory staff on SOPs;
- Work with the Communications Officer to develop health promotional materials that may include posters, leaflets, audio clips, and mobile messages to promote good practices;
- Review factory procurement plans to ensure the Procurement Officer has identified the appropriate PPE materials and testing kits;
- Other tasks as assigned by the Team Lead.
DELIVERABLES:
- Standard Operating Procedures on various topics related to safe re-opening for factories
- SOP training materials
- Completed delivery of training of factory clinic staff
- Technical inputs to health promotional materials, as directed by the Team Lead
QUALIFICATIONS:
- MPH and/or academic degree in Occupational Health and Safety (or similar) required
- At least 5 years’ relevant experience
- Experience developing health and safety guidance in industrial settings
- Experience with contagious disease health and safety protocols
- Experience working with the private sector and public sector authorities on workplace health programming
- Experience with Pandemic Preparedness and Response program management and/or delivery, preferred
- Native Vietnamese speaker
- Professional proficiency in English
