Nature and Scope:

The Grants Coordinator will be responsible for the overall development, implementation and management of the Field Support Services Project’s (FSSP) Local Development Initiatives (LDI) Mechanism in Vietnam. The LDI Mechanism seeks to support Sub-Projects proposed by eligible local organizations in Vietnam, and that responds to the evolving priorities of Canada’s international assistance in Vietnam, along with Government of Vietnam development priorities across the country which is focused on DFATD Feminist International Assistance Policy Action Areas: human dignity; growth that works for everyone; inclusive governance; and gender equality and the empowerment of women and girls. 

The duties and responsibilities of the Local Development Grants Coordinator include:

i. Development of the LDI Mechanism:

  • Develop an Operating Procedures Manual, including management procedures, tools (e.g. brochures, outreach documents, due diligence checklists) and reporting guidelines and templates;
  • Ensure the integration of cross-cutting themes in the design of the LDI Mechanism (e.g. gender equality, environment and governance);
  • Identify Recipient and Sub-Project eligibility and selection criteria;
  • Prepare the LDI Mechanism selection processes (e.g. call for proposals).

ii. Implementation and management of the LDI Mechanism:

  • Launch and manage the publication of the LDI Mechanism selection processes;
  • Manage the receipt of proponent proposals;
  • Conduct preliminary screening of proponent proposals;
  • Support due diligence of short-listed proponents;
  • Prepare and negotiate funding agreements;
  • Manage the funding agreements with recipients (e.g. ensuring sound financial management, risk management, managing for results, etc.);
  • Make recommendations regarding payments to recipients;
  • Support the delivery of the Sub-Projects with technical expertise;
  • Manage the integration of cross-cutting themes (e.g. gender equality, environment and governance);
  • Coordinate the input and services of the Technical Advisors supporting the implementation and management of the LDI Mechanism;
  • Lead the development and review of key project documents;
  • Monitor LDI Mechanism implementation, including conducting site visits and reviewing reports;
  • Coordinate external project monitoring, evaluating and auditing activities; and
  • Provide any other related services, as required.

Qualifications:

Education

  • Advanced degree in a relevant discipline, such as business, finance, accounting, logistics, economics, international development, procurement, project management, business administration, engineering, or applied sciences.

Experience & Competencies

  • At least five years of cumulative related experience working in Vietnam;
  • Demonstrated experience providing logistical services;
  • Demonstrated experience with grant applications, managing competitive grant processes, assessing project viability, performance measurement, and reviewing financial reports;
  • Demonstrated experience developing operational documents including but not limited to: manuals, procedures, policies or templates; 
  • Experience with international development capacity building program or project management;
  • Familiarity with the local non-profit sector in Vietnam;
  • Excellent interpersonal and communication skills (written, oral);
  • Strong organizational skill and attention to detail;
  • Effective time management: able to prioritize work and meet deadlines;
  • Excellent problem-solving skills: able to solve problems and/or identify when an issue should be elevated;
  • Able to work effectively in a dynamic team environment (working both independently and as part of a small team); and
  • Analytical: interest and ability to seek out data to identify issues and trends, assess project viability and financial performance.
