On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the Global Programme "Pandemic Preparedness and Response, One Health" aims at strengthening the capacities of epidemic prevention and control at national, regional and global level through a One Health approach.
In Vietnam, the focus of the Global Programme is on improving IT solutions for the cross-sectoral work of various ministries on pandemic prevention. The ministries relevant to One Health and their departments will be supported in developing models for an improved surveillance system, in order to counteract the fragmentation and incompatibility of data systems, to improve data quality and to achieve meaningful data sets. Using the One Health approach, the capacities for disease surveillance and health data analysis will be enhanced.
The project is looking for local qualified candidates to fill the following position:
Project Officer
Duty station: Ha Noi, Viet Nam
Duration: Starting ASAP to 31. March 2024
Main responsibilities:
- Supporting the strategic, conceptual and financial coordination of the country activities of the Global Programme in Vietnam
- Providing policy and technical advice to partner institutions in the context of the One Health approach on pandemic prevention, health system development, data management and exchange, (inter-ministerial) surveillance and surveillance systems, and data protection
- Conducting a comprehensive conceptual, strategic and technical analysis of the current state of existing surveillance policies and systems
- Support the development of data use cases and indicators and the conceptual, strategic and technical further development as well as piloting of relevant models and tools, e.g., for improved data exchange and higher data quality, for a common surveillance system in close exchange with partner institutions and external service providers
- Support the awarding and management of service contracts, considering partner and user interests, feasibility, efficiency, data protection, security and effects of the solutions
- Ensuring close coordination with the implementing partner and other national and regional stakeholders
- Supporting and enhancing networking and cooperation of the three key ministries relevant for One Health with regards to data management, analysis and exchange, and surveillance systems
- Supporting cross-sectional tasks within the area of responsibility (e.g. knowledge management, work planning, monitoring and reporting)
Minimum requirements:
- Master’s degree in the field of health informatics, public health, health management or another course of study relevant to One Health; alternatively: Master’s degree in the field of data management or similar with relevant professional experience in the health sector
- At least 5 years of relevant work experience in the areas of One Health, including several years of professional experience in health policy making
- Comprehensive knowledge of the Vietnamese and regional One Health landscape (e.g. One Health platforms, university networks)
- Knowledge of objectives, concepts, methods and institutions of international cooperation in the thematic field of One Health, global health, pandemic prevention and response
- Excellent advisory, conceptual and analytical skills, as well as good negotiation, facilitation, and writing skills
- High client orientation and strong skills in stakeholder and cooperation management / relationship building with the implementing partners, involved ministries and other actors
- Fluency in English and Vietnamese, German skills are an asset
