SCOPE OF WORK

Project Background:

Vietnam Urban Energy Security (the Project) is a 4-year, USAID funded activity that addresses the problems of growing energy demand and air pollution from large coal projects and current urban energy practices in Vietnam. The activity supports cities of Danang and Ho Chi Minh City (HCMC) to take advantage of: 1) the technological advancements and cost reductions of advanced, distributed energy solutions such as rooftop solar, battery storage, and demand response; 2) electric vehicles (EV) and electric vehicle charging station (EVCS); 3) energy efficiency and modern energy technologies for municipal services; and 4) business opportunities for local entrepreneurs in deploying distributed energy systems and services.

The Project’s Component 1: Strengthening Local Enabling Environment, focuses on working closely with DOIT and other GVN counterparts in Danang and HCMC to strengthen their ability to promote and encourage the adoption of renewable energy and energy efficiency measures locally. This will be done by providing ongoing guidance and advisory support for action plans, implementation strategies, and operational manuals; technical assistance to enhance compliance with national level strategies, policies, and regulations; and working with the private sector to promote DOIT and GVN priorities and support their adoption of renewable energy and energy efficiency measures.

Aiming to enforce energy efficiency in some typical industrial sectors, the Ministry of Industry and Trade (MOIT) issued a series of circulars to promulgate regulations on Minimum Energy Performance Standards (MEPS) for seven (7) industrial sectors, e.g. Beverage, Iron and steel, Plastic, Pulp and paper, seafood processing, sugar processing.

Overview of the Position:

Recognizing that the effectiveness of a MEPS strategy depends not only on the issuance of a circular but also on compliance by industrial enterprises, the Consultant team is expected to help Danang DOIT enhance its capacity to inspect and validate compliance reports prepared by sectoral enterprises, and help sectoral enterprises in Danang to better understand MEPS circular regulations, specific energy consumption calculations, and prepare compliance reports.

The objective of this assignment is to strengthen the ability of DOIT and other GVN counterparts in Danang to enforce MEPS compliance of sectoral enterprises through:

  • Design and implement a capacity-building campaign for DOIT and industrial enterprises. The campaign will include assessments, trainings, guidelines, and handbooks that address inspection, verification, and reporting.
  • Develop MEPS reporting tool so that it better serves compliance needs for a selected sector, and train DOITs and enterprises in its use.

Roles and Responsibilities:

The Consultant team includes three (03) National Consultants (hereinafter referred to as the “Consultant”):

  • The Energy Efficiency Compliance Expert and Team leader
  • The Industrial Energy Efficiency Expert
  • Technical Specialist

The Consultants will conduct the following activities:

Task 1 Develop MEPS compliance guidelines

The Consultants will review the city Energy Efficiency Action Plan (EEAP) to propose an intensive industry which is regulated under MEPS circular. The Consultant will consult with the DOIT to select a target sector which to focus this task. Focusing on the selected sector, the Consultants will:

  • Collect available data and conduct desk studies on sectoral energy use contexts and mandatory and voluntary legislation.
  • Outline a deep inspection and verification (DIV) guideline for DOITs and enterprises that should include detailed documentation of tool and procedures.
  • Conduct consultations with city authorities and sectoral enterprises on application of the DIV guideline.
  • Develop and finalize the draft DIV guideline.
  • Conduct a review and analysis of the existing reporting regulations for DEUs and sectoral MEPS circulars to develop a MEPS reporting tool for the selected sector (e.g MS Excel-based).

Task 2 Capacity building on MEPS compliance

In parallel with Task 1 the Consultants will:

  • Develop a sectoral energy efficiency handbook that includes technology descriptions, energy and greenhouse gas saving calculations, and financial analysis.
  • Demonstrate the DIV guideline, the Consultant in collaboration with DOIT will select maximum 10 enterprises of the selected sector. The Consultant will help selected enterprises to pilot MEPS reporting tool, and instruct DOIT to conduct deep inspection and verification at these selected enterprises.
  • Conduct up to two trainings on DIV guideline and energy report tool for city authority officers and enterprises.

Throughout the assignment, the Consultants are expected to participate in regular phone calls and meetings to provide progress updates and should provide outlines of deliverables for comment and approval before developing the reports and prepare drafts for feedback and input before finalizing. Additionally, the Consultants should provide information regarding interviews held, including interview notes, minutes of meeting, workshops notes, etc.

All documents will be provided to the Project within the established time frame, with one electronic copy consisting of the following electronic files:

  • PDF files
  • Original work files (WORD, POWER POINT, EXCEL, etc.).
  • Videos, photographs or any other relevant material

The electronic copy can be provided via e-mail, if the nature and size of the files make it possible. Otherwise, the electronic copy will be provided in a CD, DVD or USB. All communication will be in English (written and verbally). The presentations and sectoral EE handbook will be in both English and Vietnamese. Other deliverables will be in Vietnamese.

Qualifications:

The consultant team should demonstrates:

  • Experience in energy benchmarking analysis, preferably MEPS circular development.
  • Experience in supporting MEPS compliances, technical guidelines, technical handbook, and modeling.
  • Experience in energy efficiency (EE) implementation and enforcement, preferably energy audit and EE capacity building.
  • Knowledgeable of Vietnam’s energy efficiency and conservation legislations.
  • Proven experience in planning and organizing multi-disciplinary work.
  • Excellent capacity to communicate with key decision-makers such as national and local government agencies, key stakeholder in the private sector (preferably MEPS sectors).
  • Demonstrated ability to work with Danang government/authority and have extensive contacts and networks in city.
  • University degree or higher is required.
  • Fluency in Vietnamese.
  • Good writing, speaking, and reading skills in English; demonstrated report writing skills in English is required.

Reporting and Location:

The Consultants will report to the Deputy Chief of Party (DCOP) and the Component 1 Lead. The work-products and deliverables will be reviewed, commented and approved by both the Project and DOIT.

The reporting may be through in-person meeting and/or through weekly conference call.
