TERMS OF REFERENCE

Position Name: WVV Project Officer – Improving Transferable Skills for Youth in Haiphong
Unit/Project: WVV’s Area Programs (AP)
Reports To: Area Project Manager in Ngo Quyen
Working Time: 5 days/ week

WORK CONTEXT / BACKGROUND:

World Vision is a Christian relief and development organization working to create lasting change in the lives of children, families and communities living in poverty. World Vision serves all people regardless of religion, race, ethnicity or gender. As a child-focused organization, WV’s work focuses on children, ensuring they are protected and their basic needs are met. WVIV has been funded from 14 support countries in Europe, Asia, the Americas and Australia. Funding of WVIV consists of sponsorship program funding (70%) and PNS/grants (30%). WVIV employs about 430 staff, of which 99% are Vietnamese nationals.

Currently, World Vision Vietnam is operating in 5 zones: North 1 (Hoa Binh and Dien Bien), North 2 (Yen Bai – Tuyen Quang), North 3 (Thanh Hoa, Hai Phong), Centre (Quang Tri, Quang Nam – Danang) and South (Quang Ngai, Binh Thuan, Ho Chi Minh, DakNong). WVIV’s AP usually focuses within one administrative district of a province which populated by ethnic minority people with high rates of poverty. A uniqueness of WVIV’s Development Program Approach (DPA) is that AP team members are based at district level where the AP is located, which enables them to work closely with government partners and communities on a daily basis. Beside the APs, WVIV is also implementing different Special and Grant Projects to meet the specific needs of vulnerable children in both AP and non-AP areas.

As many vulnerable adolescents in Ngo Quyen AP was limited in accessing to learning opportunities related to IT and other transferable skills as they cannot afford to training fees and personal computers. The absence of care from parents/caregivers leads to insufficient instruction to children on IT accessing and learning. Children are quick at using IT devices such as smartphones, computers but mainly for playing games and surfing internet with social media pages, not focusing on learning on digital literacy and skills. Many children spend most of their daytime at internet shops playing games/or surfing internets, and skips their classes, leading low education achievements and lacking of interpersonal skills. Therefore, WV Korea committed an additional grant funding for “Improving Transferable Skills for Youths (ITSY) project in Ngo Quyen Area Program from 2021 - 2023.

The project aims to enhance readiness of high school children for accessing to higher education and decent job opportunities through equipping transferable skills through (1) Improve IT capability (computer coding, multimedia, digital marketing, web design) of high school student and (2) Improve application of interpersonal skills for children (communications, online safety, teamwork, problem solving, leadership, life skills). The project planned to support 600 high school children with program coding skills and various interpersonal skills including communications, online safety, teamwork, problem solving, leadership, life skills and knowledge and practice on computer coding, multimedia, digital marketing, and web design.

PURPOSE OF POSITION:

  • To make a contribution to achieve WVIV’s targets of improving capacity and access to employment opportunities for youth.
  • To carry out project activities in accordance with the work plan and budget plan approved by the donor with a view to the ownership of high schools, Haiphong
  • Department of Education and Training (DoET) and government when the project ends.

ROLE DIMENSIONS

Designing and Planning

  • Appropriate project strategies/interventions for enhancing program coding and interpersonal skills of high school students are designed in order to help them sin accessing to higher education and decent job opportunities in future.
  • Inputs for intervention strategy are made through developing research, designing data collection tools, carrying out research in the field, analysing data, and presenting finding to relevant audiences;
  • Planning sessions are carried out with schools and government counterparts ensuring the sustainability of the project;

Project Activities Implementation, Monitoring and Reporting

  • Project activities are implemented, monitored and evaluated with project partners as per plan to ensure the project’s progress and note the effect of the project activities in high schools;
  • Project ownership of target high schools is enhanced through conducting project activities and ensuring the resources of the project will create direct benefit to high school vulnerable students.
  • Project’s progress is kept track and information is updated in liaison and collaboration with project partners. Quarterly and annual project reports on the progress of the project are prepared and submitted to Support Office. Updated project information is shared with the Area Program manager, North 3 –Technical program officer - Livelihood and high school PMB.
  • Follow strictly government laws, WVIV and donor’s finance procedures and guidelines.
  • Ensure appropriate expenditures/ utilization, transparency and integrity of all expenses.

Relationship and Collaboration

  • Project partners including four high schools in Ngo Quyen Districts: Thai Phien, Thang Long, Marie Curie and Hang Hai high schools and Haiphong Department of Education and Training (DoET) are able to maximize their resources for project achievements and sustainability; as well as willing to discuss solutions for improving project quality in a transparent and timely manner toward mutual agreement.
  • Through close collaboration with openness and timely information exchange, the Improving Transferable Skills for Youths project is implemented in integration with Ngo Quyen Area Program interventions, making greater impact on beneficiaries.
  • Technical inputs from relevant technical program officer/ specialist/ manager were provided timely and sufficiently through a continued and constructive cooperation with Technical Programs and relevant departments.

Survey, Research and Documentation

  • Surveys are carried out and survey reports are prepared including presentation of survey results to government counterparts and target school partners.
  • Project data statistics are documented frequently for reporting and designing appropriately activities and methodology
  • Most Significant Change Stories, Lessons Learnt of every step are well written to share with all stakeholders.
  • One project manual and documentary film will be produced for scaling up purpose.

Knowledge, Skills, Abilities:

Education

  • Bachelor degree in social science or related fields
  • Bachelor in economic and youth science.

Knowledge & Skills

  • Conceptual understanding of and commitment to development work in general and to Christian, child-focused, community empowered development concepts, approaches and processes in particular;
  • Documentation skills: story collection, meeting minute taking, photography.
  • Demonstrated training and group facilitation skills;
  • Research- DME skills
  • Partnering- cooperation skills with different partners
  • Good time management and organizational skills;
  • Good interpersonal and communications skills
  • Community mobilisation skills, including networking/coordination among different local partners;
  • Good English skills;
  • Reporting writing skill
  • Good computer skills in Word, Excel, Power point and email;

Experience

  • At least 2 years of work experience in the area of Youth intervention or interpersonal skills training.
  • Relevant experience of working for a similar INGO-funded development project.
