TERMS OF REFERENCE

WORK CONTEXT / BACKGROUND:

As per World Vision Vietnam strategy, micro finance is managed as one of its initiatives. Micro Finance program’s mission is to foster improvement in the quality of life among the clients in Vietnam by assisting the economically active poor and graduating the moderate and poorest of the poor into entrepreneurial skills. This will be accomplished through a sustainable Micro Finance program that provides access to loans, insurance and savings within the Area Programs (APs). All aspects of the services that MF program delivers are built to lead the development of appropriate models, capacities and systems for Micro enterprise development in Vietnam, resulting in sustainable economic development as part of WVI transformational development ministry throughout AP communities.

MF Program is structured in two management levels: central office in Hanoi and branch office at provincial and/ or regional level. All direct transactions with clients including clients screening, loan processing and loan collection are carried out at communities’ level through a network of local staff.

At present, MF Program is operating in 11 APs/ districts of 4 provinces.

PURPOSE OF POSITION

To support MF Program in training for clients, building capacity for staff and local partners as well as in charge of product development and Board coordinator for MF Program.

ROLE DIMENSION/DESCRIPTION:

1. TRAINING FOR CLIENTS

  • Develop clients training annual plan for branches including financial literacy training and non financial training such as: livelihood training, business skill training, TOT training for cluster leaders/partners.
  • Facilitate clients training including review training agenda/documents/beneficiaries, consultant/lectures recruitment.
  • Develop assessment tool for clients trainings, monitor clients trainings and effective valuation of trainings.
  • Travel to branches to support/monitor clients training at least 1 training/1 branch per year.

2. TRAINING AND CAPACITY BUILDING FOR STAFF

  • Prepare the annual training plan for all staff with estimated budget, revise and update the training plan (if needed).
  • Revises and updates all the training modules in accordance with the changes in policies and procedures, as well as the best practices in the industry and conduct some training modules.
  • Identifies and continually develops trainers for each field (Internal Audit, MIS/ IT, P&C, Admin, and branch operations).
  • Responsible for ensuring that all the staff receive training in respective policies, procedures and standards;
  • Ensures the availability of training equipment and venue for the scheduled training/e-training.
  • Ensures that all new, re-assigned, and promoted staff receives adequate training from MFI’s training unit, or if necessary from external trainers or training providers.
  • Conducts periodic staff training needs analysis; coordinates staff training events and courses with the support of PnC.
  • Evaluates all delivered training and makes changes in training where appropriate.

3. PRODUCTS

  • Manage and update the current products, ensure the effectiveness of products.
  • Develop new product for Micro Finance espesscially Insurane and Saving for Microfinance clients.
  • Develop client survey/group discussion tool for new product survey.
  • Conduct market survey for new product, analysis market survey result, design new product and write product proposal, seeking Visiond Fund International (VFI) approval including VFI product director/VFI Regional Director and Board approval.
  • Ensure the product pilot and adjustment, follow up with the implementation of product, prepare monthly/quarterly/annual product reports.

4. BOARD COORDINATION

  • Support the process of appointing and on-boarding new Board members
  • Ensure that Board and Committee documents (charters), meeting documentation and processes are in order, periodically reviewed and well supported
  • Put in place and maintaining Board tools (e.g. Board succession plans, a forward agenda which enables the Board to plan its work over rolling 3 or 4 year periods, Board profile etc)
  • Assist with Board evaluations and development
  • Organize the Field visit for the Board.
  • Ensure correct information is filed with local regulators and the VFI Governance Database. Respond to VFI Governance requirement/ report.

Knowledge, Skills, Abilities:

1. Education

  • Bachelor/ college degree, preferred in Human Resource, Foreign language, Sociology, Finance, or Economics

2. Knowledge & Skills

  • Good facilitation and training skill
  • Good communication and interpersonal skills
  • Fluently in Microsoft Office (including Word, Excel, Power Point and Internet)
  • Be committed to work with the poor and have customer service oriented mindset;
  • Active, adaptable and having team spirit
  • Assertive, creative, patient and being integrity
  • Honest, enthusiastic and inquisitive;
  • Understanding of Microfinance activities, banking sector, small enterprises development or trends of business.
  • Mastery of English language in speaking and writing is essential to effective performance of this position.

3. Experience

  • A minimum of 3 year’s relevant working experience.
  • Working experiences with community development projects, priority over experiences for managing and conducting MFU Program or increasing income activities, including business development services.
  • Working experience in learning and development for staff and microfinance client.
