1. Background
The Rosa-Luxemburg-Stiftung is one of the six major political foundations in the Federal Republic of Germany, tasked primarily with conducting political education for progressive social development both at home and abroad. The Stiftung is closely linked to the German Left Party, DIE LINKE. Since its founding in 1990, the Stiftung’s work has adhered to the legacy of its namesake, German socialist leader Rosa Luxemburg, and seeks to represent critical thinking and democratic socialism with an unwavering internationalist focus.
The Hanoi office of the Rosa-Luxemburg-Stiftung Southeast Asia (RLS SEA. Hanoi office) embraces a mission of supporting the transformation of countries such as Vietnam, Cambodia, Laos, Thailand and Myanmar into participatory, socially just, and ecologically sustainable societies. The RLS SEA. Hanoi office opened its doors in April 2009 and currently cooperates with around 15 partner organizations, including academic institutions, universities, non-governmental organizations, think tanks, government institutions, and parliaments.
2. Rationale & purpose
The RLS SEA. Hanoi office is looking for a designer to design the cover and layout for a bilingual book in English and German languages. This book is a collection of written articles reflecting on various aspects under the umbrella topic of “Socialism”. The book publishment is expected to contribute to one of the key objectives of political education that the foundation has been pursuing. The expected style of the product is following this sample. Estimated number of the pages is under 500 pages.
3. Scope of work for the designer
- Briefing with RLS about the job requirements
- Desk review and propose the book cover and layout concept for approval
- Design and layout the bilingual book
- Finalize the design after feedbacks
- Handover final products and relevant materials
4. Consultant roles and responsibilities
- Conduct desk review: Analysis of brief and relevant documents provided by RLS SEA. Hanoi office
- Develop concept and design cover and layout
- Work with RLS SEA. Hanoi office’s Communications Officer to finalize the book cover and layout
- Be responsible for the whole designing process, with proper equipment, personnel, licensed software and other materials.
5. Required deliverables
- 01 Book cover, including front and back cover (English & German languages)
- Final layout of the bilingual book (English & German languages)
6. Selection criteria
The designer can be Vietnamese national or international professional with relevant education and working experience. Both individual designers and agencies are eligible to apply. The main criteria for selection are:
- Having proven capacity and extensive experience in designing with focus on book cover and layout (assessment based on the consultant’s technical proposal and CV)
- Proposing clear & convincing idea for the book’s designing concept (assessment based on the consultant’s technical proposal)
- Having the most reasonable price (assessment based on the consultant’s financial proposal)

- Technical proposal, including: (i) portfolio with highlight of one or two outstanding similar products; (2) proposed design style; (iii) timeline + work plan
- Financial proposal:
