Overview of the Position
Forests are important in the global carbon cycle, carbon sequestration and storage. Although Vietnam increases in overall forest cover, there has been a reduction in both total hectares of natural forests and forest quality. To contribute to reducing land-based emissions and increasing forest carbon sequestration in Vietnam through reduction of deforestation, natural forest degradation and poor timber plantation management practices, USAID Vietnam initiated and implement the USAID Sustainable Forest Management Project (the Project) in seven provinces in Vietnam (Lao Cai, Son La, Hoa Binh, Thanh Hoa, Nghe An, Quang Tri, and Quang Nam) in the period of 2020 – 2025.
The overall goals of the Project are to (1) avoid carbon emissions from natural forest conversion; (2) Increase carbon sequestration through better management of plantation forests; and, (3) Improve quality, diversity and productivity of natural production forest.
The Project will implement a “Green Prosperity” approach that strengthens local communities’ ability to protect their natural resource base and reduce emissions while building a strong foundation for sustainable livelihoods and equitable economic growth. Engagement with the private sector and improved co-management by communities, local authorities, and the national government are at the core of Project activities.
The Project will focus on five main objectives:
- Improve and expand community forest management
- Increase conservation-friendly enterprises in forest-dependent communities
- Increase functionality of law enforcement system for forest crimes
- Improve production forest management practices
- Mobilize domestic resources for forest management and protection
The Project is seeking a full-time MEL Assistant to be based in Hanoi and will travel to the Project sites.
The MEL Assistant will support MEL tasks, field coordination activities, and translation. The position will report directly to the Project MEL Director.
Roles and Responsibilities:
The MEL Assistant will be responsible for key tasks as follows
- Prepare an activity progress summary presented in infographics on monthly basis for the Project Management Team based on the weekly updates, field monitoring tools, procurement monitoring tools, and activity progress tools.
- Develop and manage an alert system to the Project Management Team on the activity deliverable deadlines based on the progress summary.
- Support to develop pre-test and post-test forms for capacity building activities when necessary in a web-based system so that the project training data will be stored consistently in the Project database
- Support to record and document list of participants attending the Project’s events such as trainings, meetings, and workshops, particularly the events to be organized virtually.
- Collect participant data attending the events, document the event materials and data in a systematic way and enter data into the Project MEL system such as Excel database, DAI TAMIS Platform.
- Construct database of the project beneficiaries and trainees properly so that the Project can use the database for different purposes such as filtering to avoid double counting, data analysis for learning, behavior change analysis, and climate change adaptation practice analysis.
- Support to conduct survey with project beneficiaries on land tenure perception, climate adaptation practices, and knowledge improvement on community forest management, value chain and production forest management.
- Provide technical support on monitoring data for Vietnam Forest Protection and Development Fund (VNFF) and Provincial Forest Protection and Development Funds (FPDFs)
- Support on preparation and translation of monthly progress brief, quarterly report, presentations, and other project materials.
- Perform other duties as assigned by the MEL Director, DCOP, and COP
Qualifications:
- Bachelor’s degree in social science, forestry, economics, and other related fields.
- At least one year of progressively responsible experience in monitoring evaluation or social research.
- Excellent Excel skills and experience in statistical analysis and presentation.
- Experience with conducting survey, data collection, database management, and social research is an advantage.
- Creative in infographic presentation of the activities progress and results.
- Excellent writing, speaking, and reading skills in English.
