Supply Chain Resilience and ESG for Manufacturing Sector for Cambodia, Thailand and Vietnam

A. About ISC
The Institute for Sustainable Communities (ISC) is an international non-governmental agency working to unleash the power of people to transform their communities in the face of climate change. ISC’s mission is to help communities, cities, and industry around the world address environmental, economic, and social challenges to build a better future shaped and shared by all.
Aiming to strengthen the lower Mekong region as a competitive and environmentally sustainable manufacturing hub, the Mekong Sustainability Manufacturing Alliance (The Alliance) program is a newly awarded 3-year USAID-funded Alliance, led by ISC, driving private-sector adoption of improved environmental and social safeguards by factories in the food processing, electronics and textiles sectors. The program will focus primarily on Cambodia, Thailand and Vietnam, with both country-specific and region-wide activities.
C. Scope of Work
ISC is seeking a consultant to develop a training curriculum and deliver online training onsupply chain resilience and environmental, social and governance (ESG). The course should be at minimum 3 hours at length and targets factory manager, and leadership team in textile and food industry in Cambodia, Thailand and Vietnam. The training should be available in English, Chinese, Vietnamese, Khmer and Thai languages. The learning objectives of the course may include but not limited to:
- The role of and ESG in building resilience
- Energy efficiency and renewable energy as a component of ESG and resilience
- Measurement of resilience (including gender element)
- Available tools to measure resilience
As part of the assignment, the consultant will specifically:
Task 1 Prepare training content
- Conduct research on supply chain resilience and ESG with the focus on textile and food processing industries in Cambodia, Thailand, and Vietnam.
- Prepare training curriculum covering including but not limited to the learning objectives prescribed above, and develop relevant materials and case studies in English, Chinese, Vietnamese, Khmer and Thai languages.
Task 2 Deliver the online training in local languages
- Design training deployment to the prescribed targets from Cambodia, Thailand and Vietnam, tentatively in March or April 2022.
- Develop pre-/and post-survey and/or feedback survey for the participants in coordination with ISC team, and analyze the data collected.
- Contribute to identification of training participants, and channels to promote the training.
- Suggest appropriate online registration platform(s), and training delivery platform(s)
- Deliver at least 3 training sessions (online) for participants from Cambodia, Thailand and Vietnam, and prepare a recorded version for repeated deliveries in local languages.
- Prepare a summary report of the training sessions delivered, with information on summarized training content, participants, feedback, and recommendations for future deliver.
- Work closely with the point of contact from ISC team throughout the process.
Kindly note that proposals that can provide only one of the two tasks and/or at least 1 of the local languages (Khmer, Thai, Vietnamese, Chinese) are also acceptable.
The Consultant must have:
- Strong research and analytical skills; experience conducting primary and secondary data gathering.
- International development program experience conducting training on supply chain resilience; preference for factory/industry experience in Asia, preferably Thailand, Vietnam and/or Cambodia.
- Demonstrated knowledge of ESG, supply chain resilience, energy efficiency, and/or renewable energy.
- Experience with supporting factories to secure finance for sustainability investments, including practical skills in working with banks, non-banking financial institutions, and donors in increasing access to finance.
- A Master’s degree in business, finance, economics, environmental sustainability, or a related discipline appropriate to the role.
- Minimum of five years relevant experience successfully addressing environmental sustainability and access to finance in the private sector in the region.
- Self-starter, detail-oriented, thorough, and well organized with ability to produce high quality deliverables under challenging deadlines.
- Excellent spoken and written English is required; Thai and/or Vietnamese preferred.
- Well-developed interpersonal and cross-cultural communication skills working with a small team.

Proposals should include the following information.
- Name and contact details
- Narrative piece, that outlines the vision for the work along with suggested methodology, workplan
- and/or other technical inputs for the assignment. Also, include the geography and sector focus (maximum 5 pages)
- Description of qualifications in a CV (maximum 3 pages)
- Three references who can speak to consultant’s successful completion of similar work, with contact details (email and telephone)
- Cost information. The consultant should submit a detailed cost proposal in USD. This should include the estimated number of days and cost required to complete the assignment. Please break down by key items: content development, training delivery and translations.
