JOB TITLE:  HIV Public-Private Mix (PPM) Officer

POSITION SUMMARY:

Vacancies: 02 officers, 01 in Hanoi and 01 in Ho Chi Minh City

Full-time position: 100% FTE; This is both field and office-based positions. Over 50% of the employee’s time will be spent in the community.

Duration of contract: 1 year (extension to be based on performance and availability of funds)

Location: Two positions with one in each of the following cities: Ho Chi Minh (HCM) and Ha Noi

Travel requirements: HIV PPM officer in HCM will regularly travel within Ho Chi Minh City and some trips to Binh Duong, Long An, Ba Ria Vung Tau.

HIV PPM officer in Ha Noi will regularly travel within Ha Noi and some trips to Hai Phong and Thai Nguyen.

BACKGROUND:

Friends for International TB Relief (FIT) is a registered non-profit organization working in the field of TB prevention and care service delivery, research, technical assistance and advocacy. FIT is a young, dynamic and growing organization.  We work in close collaboration with Provincial and National TB Programmes and other in-country partners to implement projects funded by the Stop TB Partnership’s TB REACH initiative, USAID, US CDC, CDC Foundation and other donor agencies. We also have multiple active research partnerships with academic institutions, including with the Liverpool School of Tropical Medicine in the UK and the Karolinska Institutet in Sweden.  FIT staff have supported the implementation of other TB programs in South and Southeast Asia, and represented Viet Nam at multiple regional and international forums on TB technical assistance. Finally, FIT has represented civil society organizations from Viet Nam at regional events and at multiple events in the lead up to and during the United Nations High Level Meeting on TB in New York City. IRD VN is a locally registered social enterprise with the mission of improving public health by alleviating the societal and individual burden caused by infectious diseases and non-communicable diseases. Our current work focuses primarily on improving TB and HIV care in Viet Nam. IRD VN works on the endTB and endTB-Q projects which have introduced and evaluated delamanid- and bedaquiline-based regimens for treatment of MDR-TB in Viet Nam.  IRD VN has been implementing mobile chest X-ray screening campaigns in key populations, such as the elderly and isolated island communities. The social enterprise is the principle recipient of USAID’s Local Organization Network award, which aims to improve TB care in 10 districts of Ha Noi and Ho Chi Minh City. IRD VN works in closer collaboration with the Vietnam Administration for HIV/AIDS Control, the National TB Control Program, Provincial CDCs and TB Programs, and other in-country partners to implement projects funded by USAID, the University of San Francisco (UCSF) the Stop TB Partnership’s TB REACH initiative, the Centers for Disease Control and Prevention (US CDC), UNITAID and Otsuka.

In collaboration with the National TB Control Program (NTP), FIT and IRD VN are helping to build a comprehensive Search-Treat-Prevent TB program across five cities in Viet Nam (Ha Noi, Ho Chi Minh City, Hai Phong , Hoi An, Can Tho) and several island and remote communities.  In the short term, we are aiming to 1) increase TB detection and treatment in key populations, such as household contacts, children and people visiting private healthcare providers; 2) provide social support and adherence monitoring options to improve TB treatment outcomes; and 3) scale up TB infection screening and treatment services.  We hope these efforts will lead to declines in Viet Nam’s TB burden over the medium and long term.

We are searching for two highly personable and motivated HIV PPM Officers who are detail-oriented and excellent communicators. These staff need to be diligent and responsible while maintaining strong relationships with coworkers, donors, and government staff. The PPM Officers must have a strong understanding of HIV program implementation and the operations of the provincial CDC in the region where they work.

Job Responsibilities

Build and manage the network of private providers

  • Map the current landscape of private providers who offer  HIV/AIDS services such as: HIV self testing, treatment, and pre-exposure prophylaxis (PrEP)
  • Build, manage, and maintain relationships with identified private HIV providers to strengthen the network of private health facilities and increase access to high-quality HIV testing and treatment services
  • Regularly visit private healthcare facilities to manage and maintain relationships with providers and staff
  • Update the customized customer relationship management (CRM) software with information about activities completed and any issues or concerns of private providers
  • Trouble-shoot and discuss any problems with private providers, while reporting the issues to the employee’s line manager and documenting the problem in the CRM
  • Develop and update standard operating procedures (SOP) and cooperation mechanisms for HIV PPM engagement
  • Meet with the district level Departments of Health (DOH) to discuss project implementation and SOPs to obtain agreement.
  • Collaborate with provincial CDCs and district DOHs to hold HIV PPM consensus-building meetings  and sign agreement contracts
  • Conduct training courses and workshops for project SOPs and capacity building for private providers regarding HIV/TB screening, testing, treatment, and prevention services.
  • Provide online or on-site technical assistance to ensure project success.
  • Draft, coordinate, manage, and disseminate project materials related to advocacy, communication, and social mobilization materials as well as referal vouchers for each unit or province. This includes drafting locally-appropriate and context-relevant messaging for private providers and health facilities as part of a public health detailing campaign to improve private provider engagement.
  • Develop clinical and data-driven technical assistance plans for private providers  in close coordination with CDC Vietnam and national authorities.
  • Develop and pilot an allowance package for private providers with documented completion of steps in the HIV care cascade.
  • Expend self-test and PrEP distribution networks at pharmacies
  • Develop and implement HIV self-test and PrEP demand-creaton activities
  • Support the scale-up of social contracting through stakeholder mapping, market analysis, and capacity building for community-based organizations (CBOs).

Data management

  • Collect relevant HIV care cascade data from private providers and ensure the data is updated into the data management system as required
  • Support the compilation and verification of project data from sites and relay to the Monitoring and Evaluation (M&E) team
  • Troubleshoot data quality issues in the field
  • Participate in data quality assurance activities of the project with the M&E team
  • Communicate any issues discovered during fieldwork to management in a timely manner
  • Regularly report to the Manager, Board of directors,  and donors

Other tasks

  • Submit work on-time to ensure timely achievement of deliverables
  • Submit at least weekly reports to the Manager
  • Participate in weekly meetings on progress to targets
  • Assist with the organization of quarterly networking events for private providers
  • Support all aspects of project implementation as requested

REQUIRED EXPERIENCE/SKILLS:

  • Fluency in written and spoken Vietnamese is required; English proficiency will be highly advantageous
  • The candidate must possess excellent communication skills
  • Bachelor’s degree in business administration, marketing, social science, implementation science, public health, development, medicine, pharmacy, or a related field
  • Have a strong understanding of HIV program implementation and the operations of the provincial CDC in the region where they work.
  • Marketing and sales experience is strongly preferred
  • Experience in the private health sector is an asset
  • Flexibility and willingness to work with private providers at a time convenient to them, including out of working hours
  • Good working attitude, dynamic personality, and the ability to work well individually as well as in teams
  • Self-motivated, willing to learn, service-oriented, and with the ability to work under high pressure and within a limited time frame
  • Basic computer skills, including familiarity and comfort with using Microsoft Word, Excel, email, and other kinds of social network
  • Candidates need to own a motorbike and be willing to drive to visit private providers.
