Background

FHI 360 is the prime implementer of the global Meeting Targets and Maintaining Epidemic Control (EpiC) project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the United States Agency for International Development (USAID). EpiC Vietnam’s goal is to deliver efficient, affordable, results-based technical assistance and direct services while closing remaining gaps in Vietnam’s efforts to meet HIV epidemic control targets, combat trafficking in persons (CTIP), and address emerging needs associated with the COVID-19 pandemic. EpiC is currently seeking a consultant to support the project’s CTIP training objectives. Consultants should be based in or near Hanoi.

Scope of Work

The successful consultant will work alongside the CTIP team to finalize a training of trainer and mentorship curriculum for front-line workers to provide support to victims of human trafficking. Training will reach police, border guards, social workers, members of women’s unions, provincial and district leaders, and other individuals involved in victim support in Ha Giang province.

Project Support

  • Familiarize self with EpiC’s CTIP project including both policy and training aims, read and understand all deliverables developed to date
  • Work alongside Project Manager, CTIP and EpiC senior leadership to ensure EpiC is working alongside the DSVP and other stakeholders to meet project aims

Training Development and Delivery

  • Contribute to the finalization of training curriculum including training handbooks and supportive materials in partnership with CTIP staff
  • Deliver up to 4 multi-day trainings for frontline workers (including provincial and district officials) in consultation with EpiC and the DSVP (estimated at 8 training days)
  • Conduct post-training mentoring of front-line workers to further entrench training skills
  • Adjust the training materials based on lessons learned from pilot training and feedback at national experience-sharing workshop

Evaluation and Documentation

  • Contribute to the development of pre-and post-tests for trainings
  • Conduct pre and post evaluations at each training, participate in internal project debriefs and debriefs with DSVP and relevant stakeholders
  • Develop training output report
  • Work with EpiC and the DSVP to prepare lessons learned for a national experience-sharing workshop
  • Support the development of two success stories related to training and mentorship program

Deliverables (4.5-month contract)

  • Sufficient knowledge of project-deliverables to date to contribute to project aims
  • Participation in relevant team and stakeholder meetings
  • Finalization of training curriculum including training handbook and supportive materials
  • Delivery of 4 trainings in Hanoi or Ha Giang (8 training days)
  • Post-training mentoring of front-line workers to reinforce training content (at least three multi-day trips to Ha Giang)
  • Training output report
  • Preparation for national experience-sharing workshop
  • Two success stories, developed in partnership with project’s communications team

Qualifications:

  • Bachelor’s degree in social work, humanities, human rights, or other relevant field; advanced degree an advantage
  • Experience providing trainings to government officials and frontline workers
  • Experience leading trainings and training of trainers; documented experience in participatory training models and mentoring skills an advantage
  • Knowledge of human trafficking, and assistance services for victim recovery and reintegration
  • Excellent English and Vietnamese skills
  • Familiarity with trauma-informed care methodologies
  • Experience working for projects funded by international donors
  • Independent problem solver with proactive communications style
