Consultant to Survey on ROP Situation in Vietnam

INTRODUCTION

Our goal is a world in which no one is needlessly blind, where quality eye care is available to everyone. Since 1982, ORBIS has treated and transformed the lives of more than 10 million people in 87 countries.

Orbis has been working in Vietnam since 1996, supporting the country’s efforts to prevent and treat avoidable blindness, especially among children, marginalised rural communities, and people with diabetes. Orbis established a permanent office in Vietnam in 2003.

Orbis Vietnam works closely with the Ministry of Health, medical universities, and eye care institutions to strengthen the overall eye health system of the country. Orbis also implements training programs that are building the skills of entire eye care teams across the country – from health workers in rural clinics to eye surgeons in urban centers.

Orbis is currently in the process of developing a 5 year global strategic plan and ROP is one of the program priorities that Orbis is aiming at. We are looking for a qualified consultant to conduct a national survey on ROP and work closely with Orbis Vietnam to organize and facilitate the dissemination workshop after the survey takes place.

OBJECTIVES

  • Data on ROP and premature children in different geographical areas in Vietnam
  • Status of ROP screening, management and treatment
  • Accessibility of ROP screening and treatment services
  • Comprehensive recommendations to improve screening and treatment for ROP children in Vietnam

SCOPE OF WORK

The consultant team will work closely with Orbis, under direct supervision of the Program Managers, to prepare, carry out and produce the Final Study Report, with findings and recommendations. The consultant team is expected to carry out the following tasks.

  • Develop Survey proposal
  • Develop survey data collection tools
  • Collect both qualitative and quantitative data
  • Data entry and analysis
  • Produce the primary report
  • Submit the final survey report to Orbis Vietnam with recommendations
  • Organize the dissemination workshop in collaboration with Orbis Vietnam

DELIVERABLES

  • Information on ROP and premature babies from representative geographical areas are reported
  • Situation analysis of ROP screening, management and treatment
  • Primary report: key findings with recommendations
  • Final report
  • Dissemination workshop with relevant stakeholders

QUALIFICATIONS & EXPERIENCE

  • Master’s degree in a pertinent field (for example: medicine, public health, public policy or another related field)
  • At least ten-year experience in qualitative/quantitative research in the public health field, including study design, data collection, and analysis
  • Significant facilitation and interviewing skills
  • Capacity to understand and analyze information and communication flows
  • Experience in coordination with hospital administrators, Gov agency leaders and local healthcare providers during field research work
  • Willingness to travel
  • Strong experience in qualitative/quantitative data collection
  • Experience or knowledge of the health care, especially eye health sector would be advantage
  • Ability to work in team spirit and have good communication skills
  • Excellent English communication skills, both oral and written
